444-8266 This acquisition is subject to Full and Open Competition. The
applicable SIC Code is 8712, Size Standard $2.5 Million. This
prospective Firm Fixed Price, Indefinite Delivery/Indefinite Quantity
(ID/IQ) type contract will consist of unrelated task orders requiring
various environmental Architectural and Engineering professional
services. Joint ventures are not acceptable and entities who do not
have business offices within sixty (60) miles (surface transportation)
of New London, Connecticut are discouraged from applying. Teaming
arrangements are acceptable. Typical services required during the term
of the proposed contract include: environmental consulting;
development of environmental management plans and permit applications
for all media; conducting environmental audits, surveys, studies,
inventories, and assessments; performing sampling and analyses;
tightness testing; evaluation and upgrade design of tank systems;
conducting training courses; and preparing design plans,
specifications, and cost estimates for environmental projects. Specific
scope of work and services will be issued with each task order. Work is
subject to negotiation of individual task orders not to exceed
$300,000.00 each, with a total not to exceed $500,000.00 for each
twelve (12) month period. The period of performance will be one year
from date of award. The Government estimate for contract award is
approximately 1 October 1997. There will be options to extend the
period of performance of this contract for two additional one year
periods. The Government reserves the right to exercise the options to
this contract. A minimum fee of $5,000.00 is guaranteed under this
contract and the two option periods. Firms will be evaluated for
inclusion on a preselection list based upon the following criteria:
Experience in the type of work required, as demonstrated on Standard
Form 254, Architect-Engineer and Related Services Questionnaire, Block
10, Experience Profile Codes 004, 033, 047, 090, 099, 201
(Environmental Consulting Services), 202 (Environmental Management
Plans; Studies), 203 (Environmental Sampling; Analysis); 204
(Environmental Audits; Inventories; Surveys), 205 (Environmental
Design), 206 (Environmental Permit Applications), and 207
(Environmental Trainign). Those firms listed on the preselection list
will be evaluated for final selection based on the following criteria
(listed in descending order of importance): A. Specialized experience,
expertise, and competence with State of Connecticut Department of
Environmental Protection and Environmental Protection Agency
environmental regulations for all media with emphasis on federal
facilities in Connecticut; B. Professional experience and ability of
principals and staff and competence of assigned project manager(s); C.
Employees available and qualified in environmental engineering,
project management, environmental specialists, environmental
consultants; D. Previous experience with U.S. Coast Guard and Federal
Government environmental projects; E. Amounts and types of
environmental contracts completed in the past five years; F. Capacity
to complete work in time required; G. Demonstrated ability to
effectively manage subcontractors. Firms meeting the requirements of
