M -- OMB CIRCULAR A-76 COST-COMPARISON STUDIES TO MANAGE AND OPERATE MULTIPLE FUNCTIONS POC Ronald M. Dean, (912) 327-1614 HQ AFRC/LGCP, Robins AFB GA, is seeking commercial sources interested in submitting proposals for four upcoming OMB Circular A-76 Cost-Comparison studies. These studies will cover multiple functions at Dobbins ARB, Marietta GA; Gen Mitchell ARB, Milwaukee WI; Niagara Falls ARS, NY; and Westover ARB, Chicopee MA. The functions include: (A) Base Operating Services (BOS) Management, consisting of any or all of the functions Supply Management (SM), Motor Vehicle Management (MVM), Traffic Management (TM), Communications & Information Management, (CIM), Real Property Maintenance (RPM), and Lodging; (B) Air Field Managment Services, consisting of any or all of the functions Transient Aircraft (TA), Airfield Operations (AF Ops), and Meteorological Services; and (C) CIM solicited separately from BOS Management (at one or more locations). Solicitations will be structured with the following groupings (no more than one contract award will be made for each group at each base): BASE GROUP FUNCTION(S) Dobbins ARB A BOS Management (excepting CIM) B Air Field Managment C CIM Gen Mitchell ARB A BOS Management (excepting Lodging) B Air Field Management (AF Ops only) Niagara Falls ARS A BOS Management B Air Field Management (excepting TA) Westover ARB A BOS Management B Air Field Management The solicitation could result in contract award as follows: Dobbins ARB, 0-3 contracts; Gen Mitchell, 0-2 contracts; Niagara Falls ARS, 0-2 contracts; and Westover ARB, 0-2 contracts. Groupings at individual bases will not be split for contract award purposes. Prospective offerors are invited to submit interest in any or all of the above-listed groupings of services. Projected date for issuance of the solicitation is FY97; contracts will consist of basic contract periods of twelve months with four priced annual options. Award is anticipated in FY98. Dependent upon response to this synopsis, the government reserves the right to issue solicitations for any location under full and open competition procedures. The Standard Industrial Classification (SIC) Codes are: Group A -- 8744, Base Maintenance; Group B -- 8999, Services Not Elsewhere Covered (NEC); and Group C -- 8999, Services NEC. The size standards are: Group A, $20 Million; Group B, $5 Million; and Group C, $5 Million. Proposal evaluation will be in accordance with procedures set forth in OMB Circular A-76; technical competence, past performance, and price will be considered.
