Philippines (GOP) implement the recently signed Strategic Objective
Agreement (SOAG) for the Mitigation of Greenhouse Gases (GHG) in the
Philippines. This will involve: (i) providing technical and training
assistance to several government agencies involved in energy planning,
policy development, regulation and program implementation, (ii)
providing technical and training assistance to private utilities
(including electric cooperatives) involved in developing cleaner fuel
generation facilities or improving the efficiency of existing
generation, transmission and distribution systems, and (iii) providing
technical and training assistance to industrial and commercial sectors
in more efficient energy use. Specific approaches for technical
assistance must demonstrate proficiency, experience, and flexibility to
adapt to this changing policy, legal and regulatory environments, the
concurrent privatization and unbundling of National Power Corporation
(NPC) and a growing competitive and dynamic investment climate.
Technical assistance will need to focus on assisting partner
organizations to address policy, legal and regulatory constraints, test
and review innovative energy approaches, and help replicate successful
measures. The contractor will be expected to provide assistance in the
following three main areas: (1) promoting clean-fueled power generation
systems, (2) promoting energy efficiency, and, (3) improving power
sector policies, planning and environmental compliance. USAID
contemplates awarding a cost-reimbursement, level-of-effort type of
contract. The estimated level of effort is: long-term-148 person
months, short-term-147 person months. The contract is expected to be
completed within a period of 3 years. Detailed information about this
