of Energy, Idaho Operations Office (DOE-ID), has a requirement for an
individual or organization to provide technical program support to the
Rapid Commercialization Initiative for U.S. Department of Energy,
Office of Science and Technology (OST) implementation and for other
identified OST-developed technologies for integrating state and/or
federal regulators, private sector technology holders, federal
technology developers, financiers, site representatives, and
stakeholder personnel to accomplish technology verification,
certification, and validation for innovative (new) environmental
technologies. Provide support for establishing respective teams to
accomplish validation of technology performance, deliberations of
respective teams, and issue resolution, as required. Report issues and
accomplishments to DOE/OST through DOE Idaho Operations Office's
Contracting Officer and Contracting Officer Representative. Participate
in the national OST program, as requested, including travel for
participation in program reviews and other pertinent meetings,
verification report development, visitor's days or information meetings
at demonstration sites, national technology transfer meetings with
industry or other customers, meet with DOE/OST program office, and
other interagency-interstate organizations relevant to accomplishing
the task. Travel may require up to ten trips to various parts of the
continental US with each trip lasting two-four days. Provide technical
support to OST program managers for regulatory streamlining to
accomplish multiple state participation in one common demonstration for
interstate recognition of performance data to realize cost savings and
time savings. Coordinate, collaborate, and communicate with
representatives of the Southern States Energy Board, Western Governors'
Association Interstate Technology and Regulatory Coordination Working
Group, and the Corps of Engineers, as required, to accomplish the task.
The period of these activities is expected to last from March
1997through September 1998. Intimate knowledge of the background,
development, and implementation of the multi-agency Rapid
Commercialization Initiative (RCI) and the Interstate Technology and
Regulatory Coordination (ITRC) as well as personal contacts with those
individuals in the Western Governors' Association and the Southern
States Energy Board that are coordinating activities with RCI and ITRC
is important and will be considered in the selection process.
Completion of this support is expected to require 200-250 hours of
effort exclusive of travel time. Proposals should be submitted in
writing and received by March 26, 1997. They may be faxed to
