The Environmental Protection Agency, using the Simplified Acquisition
Procedures of FAR Part 13, intends to award a firm, fixed-price
contract to a qualified vendor who can provide hotel and conference
space in Miami, FL for a meeting of foreign dignitaries environmental
ministers from the "G-7" nations, their staff, and high-level Federal
government officials May 4-6, 1997. Task 1: Provide ten suites and
approximately fifty sleeping rooms (May 4-6, 1997). Task 2: Provide one
audiovisual and public address system-equipped plenary room capable of
holding sixty people, one press room, and a total of ten delegation
rooms. Plenary room required days' 1-3; press room day 3 only;
(5/4-6/97 -- all three). Delegation Room Requirements: : One delegation
room to be equipped with four Pentium PCS (each with color monitors and
laser printers) and two plain paper fax machines for 4/30 to 5/7. One
delegation room to be equipped with four Pentium PCS (each with color
monitors and laser printers) and two plain paper fax machines for 5/4
to 5/7. Eight delegation rooms to be each equipped with one Pentium PC
(each with a color monitor and laser printer) for 5/4 -- 5/6. PC
Requirements: Pentium/120 16MB, 1.4MB FL540 HD Windows 3.1 and DOS
6.2.1OADHD Software requirements: Microsoft Word 6.0 for windows;
Microsoft Excel 5.0; WordPerfect 6.0 for windows; and WordPerfect for
DOS 5.1. Laser Printer requirements: HP Laser Jet IV Task 3: Provide
breakfast and lunch days 2 and 3, morning and afternoon refreshments
(Coffee, Tea, Juice and Water) breaks on day 2 and morning break on day
3. Task 4: Provide private passenger vans/minibus and driver(s) for a
capacity of 60 people must be available for transportation to and from
the airport. Task 5: Provide credential/perimeter security
commensurate with the event. Quotations are due in writing no later
than 15 calendar days of notice of solicitation. Contract award will be
made to the offeror providing the best value to the Government. In
determining best value, quotations will be evaluated based upon price
and the following factors, in decending order: 1. Ability to establish
and maintain a secure environment; 2. Ability to establish and manage
facilities and services related to international conferences; 3. Past
performance hosting U.S. sponsored international conferences; and 4.
Experience with international protocols. The solicitation identifies
