Fluor Daniel Fernald (FDF) is scheduled to release an Invitation for Bid (IFB) on or about May 5, 1997 for the Injection Demonstration Project at the Department of Energy's Fernald Environmental Management Project (FEMP) in Fernald, Hamilton County, Ohio. This project includes WORKSCOPE NO. 1: (1) Excavate, grade, form and pour concrete foundation for injection water supply tank, pipe support piers PS-1 thru PS-6 and 2 pump foundations. (2) Excavate, grade, compact sub base, install fabric and crushed aggregate for injection water supply tank gravel access drive. (3) Erect 50,000-gallon injection water supply tank on equipment foundation. (4) Install 2 injection pumps on foundations with associated piping to injection water tank. (5) Install pipe supports PS-1 thru PS-6 on piers. WORKSCOPE NO. 2: (1) Provide gravel erosion control at 5 locations using straw bales and crushed aggregate. (2) Perform site clearing by removal of trees and shrubs and excavate for approx. 990' feet for trenching locations. (3) From drawing G-00396: Fabricate and erect approx. a 160' x 160', 8' high fence with gate for topsoil stockpile area. (4) Perform approx. 990' of trenching activities and install 460' of 10" dia., 530' of 8" dia. For line 2950 and 960' of 20" dia. HDPE pipe for line 2907 in common trench. (5) Install (2) air relief manholes, (2) post indicator valves, (1) clean out and (1) 6" future discharge line. (6) Form and pour 2 concrete encasement trenches, 100' and 50' long. (7) Backfill, install magnetic trace above the (2) pipe lines backfill and compact 840' of trench. WORKSCOPE NO. 3: (1) Perform site clearing by removal of trees and shrubs and excavate for approx. 1400' feet for trenching locations and approx. 1600' for access road. (2) Rough grade for approximately 1600' of access road. (3) Erect approx. 690' of construction fencing around designated protected area. (4) Provide gravel erosion control at 9 locations using straw bales and crushed aggregate. (5) Install approx. 1680' of silt fencing. (6) Install 4 culvert pipes and rough grade approx. 1600 LF for access road. (7) Perform approx. 1400' of trenching activities. (8) Install the following approximate footage of HDPE pipe: Common trench: (LINE 2907; 1120' of 20" dia.), (LINE 2906; 320' of 8" dia., 760' of 12" dia. and 80' of 16" dia.), (LINE 2950; 1120' of 8" dia.). Common trench: (LINE 2916; 40' of 6" dia.), (LINE 2917; 40' of 6" dia.). Common trench: (LINE 2918; 40' of 6" dia.), (LINE 2919; 40' of 6" dia.). LINE 2920; 50' of 8" dia., single trench. (9) Install 2 air relief manholes, 2 clean outs and 2 tie-ins. (10) Backfill and perform compaction in approx 1352 If. of trenching locations. (11) Form and pour 1, 48' long, concrete encasement pipe trench. WORKSCOPE NO. 4: (1) Fabricate and erect approx. a 200' x 140', 8' high fence with gate for topsoil stockpile area. (2) Perform site clearing by removal of trees and shrubs and excavate for approx. 920' feet for trenching locations and approx. 800' for access road. (3) Rough grade for approximately 800' of access road. (4) Provide gravel erosion control at 2 locations using straw bales and crushed aggregate. (5) Install approx. 780' of silt fencing. 6) Install 2 culvert pipes and rough grade approx. 1600 LF for access road. (7) Perform trenching activities and install 840' of 8" dia. HDPE pipe for line 2950 and 120' of 16" dia., 120' of 20" dia. HDPE pipe for lines 2906 and 2907 in common trench. (8) Perform trenching activities and install 80' of 16" dia. HDPE pipe for line 2906 and 80' of 20" dia. HDPE pipe for line 2907 in common trench. (9) Backfill and perform compaction in approx. 920 If. of trenching locations. WORKSCOPE NO. 5: (1) Perform site clearing by removal of trees and shrubs and excavate for approx. 1120' feet for trenching locations. (2) Perform trenching activities and install approx. 740' of 4" dia. HDPE pipe for line 2951 to Well 12. (3) Install 1 air release manhole. (4) Perform trenching activities and install approx. 380' of 8" dia. HDPE pipe for line 2950. (5) Grade and install gravel (18' x 30' area), typical for Wells 11 & 12. (6) Construct 18' x 30' fence with gate, typical for Wells 11 & 12. (7) Supply piping components and perform tie-ins to Wells 11 & 12. (8) Backfill and perform compaction in approx. 1120 If. of trenching locations. WORKSCOPE NO. 6: (1) Perform site clearing by removal of trees and shrubs and excavate for approx. 1120' feet for trenching locations. (2) Install approx. 540' of silt fencing. (3) Rough grade for approximately 740' of access road. (4) Grade and install gravel (18' x 30' area), typical for Wells 8, 9 & 10. (5) Construct 18' x 31' fence with gate, typical for Wells 8, 9 & 10. (6) Perform trenching activities and install approx. 400' of 4" dia., 530' of 6" dia. and 190' of 8" dia. HDPE pipe for Line 2950. (7) Install (1) air release manhole. (8) Supply piping components and perform tie-ins to Wells 8, 9 and 10. (9) Backfill and perform compaction in approx. 1120 If. of trenching locations. WORKSCOPE NO. 7: (1) Supply, install all components and terminate wiring for Injection Water Supply Tank service panel and rack. (2) Supply, install all components and terminate wiring for injection wells 8, 9, 11 and 12 service panel and racks. WORKSCOPE NO. 8: (1) Install (4) utility power poles. (2) Install 1280' of 13.2 KV line, control and instrument cables. (3) Trench and install 320' of conduit, cable to service panel and terminate. (4) Trench and install 40' of conduit, cable to service panel and terminate. WORKSCOPE NO. 9: (1) Perform 110' of trenching, conduit, cable installation and termination to Well 8. (2) Perform 230' of trenching, conduit, cable installation and termination to Well 9. (3) Perform 100' of trenching, conduit, cable installation and termination to Well 10. (4) Perform 70' of trenching, conduit, cable installation and termination to Well 11. (5) Perform 60' of trenching, conduit, cable installation and termination to Well 12. WORKSCOPE NO. 10: (1) Perform conduit, cable installations and terminations for the Injection Water Supply Tank & Pumps. The contractor shall provide all personnel supervision, facilities, equipment, material, supplies and services (except as may be expressly set forth in any subsequent subcontract) and otherwise do all things necessary for, or incident to, the performance of the work as set forth in the subcontract. The successful bidder will be required to comply with terms and conditions of the FEMP Site Project Labor Agreement for union construction labor forces. The contractor must be able and willing to perform at least 45% of the work with their own work forces. To be qualified to bid and receive award for this work, a prospective bidder must provide a list of previous subcontracts meeting Criteria 1. The list shall include a project name and brief description of actual work performed, location, point of contact and telephone number for the project owner, and total dollar value of the bidders subcontract. CRITERION 1 Demonstrated successful performance (quality, technical and schedule) by the contractor of at least two contracts working with union labor within the last (5) five years in which the contractor's contract amount was at least $1,000,000.00 and at least 45% of this work was performed directly by the contractor involving the fabrication and installation of carbon steel tanks, installation of carbon steel and HDPE piping, and associated instrumentation, electrical, and mechanical equipment. CRITERION 2 Demonstrated successful record of safe construction performance by a current workers compensation experience modification rate (EMR) of less than or equal to 1.05 or the trend for the past three years downward and none of the past three years has an EMR greater than 1.25. Firms interested in this work must meet all the above defined criteria to be eligible to receive the Invitation for Bid. The estimated cost of the project is $2,000,000.00 to $4,000,000.00.
