Lee,817/978-7399 (1) SIC CODE 1542- Solicitation GS-07P-97-HUD-0059, Project 7IQ-97-004 Gene ral Services Administration (GSA) is soliciting for unscheduled const. services with design-build capabilities for interior and exterior R&A work in GSA owned a nd leased buildings in Central North Texas to include Dallas, Collin, Freeston, Grayson, Denton, and Tarrant Counties. The duration of the contract will be for a period of one year with two, one year options, with both GSA and the contract or(s) having rights of refusal to exercise options. This indefinite quantity co ntract covers, but is not limited to electrical,carpentry,masonry,plumbing, mech anical,other repair/alterations as specified, and design-build services. Phase one offerors are required to submit responses to the information requested herei n for technical evaluation. Not more than 5 offerors who are determined by the Government to be in the technically competitive range will receive a request (Ph ase 2) for pricing proposal, and Management and Technical Approach. A pre-offer conference will be held in Fort Worth, Texas to promote understanding of the so licitation, and to answer questions about the submittal of proposals. This confe rence will be April 4, 1997, at 2:00 p.m. at the Fritz Lanham Federal Building, 819 Taylor St., Rm 12A27, Fort Worth, Texas. The cost estimate is up to $1,500, 000 per one year period. This is a negotiated procurement, and will be accompli shed by the source selection method which will result in award of a firm fixed p rice contract to the contractor(s) offering the greatest value to the Government . Multiple awards may be made with each awardee being guaranteed a minimum of $ 5,000. Technical ability is more important than price. Award of this contract is contingent upon successful negotiations of a reasonable price, however, award (s) may be made without discussion. Offerors will not be reimbursed for phase o ne or phase two proposal submittal expenses. The Government is not limited to c ontacting only those references provided by the offeror(s). The Government may c onsider an offeror's performance on projects not listed by the offeror but that the Government is aware of, or becomes aware of. Definitions: SIMILAR is define d for this contract as five (5) projects of which at least one will have involve d building space of a minimum of 10,000 SF. The five projects must have involve d interior and exterior repairs and alterations of federal,state,municipal, or c ommercial buildings with construction costs ranging from $5,000 to $1,000,000. QUALITY is defined as meeting or exceeding the customers' requirements,as set fo rth in the construction contract documents,in a timely manner within established budgets. In Phase one, evaluation of technical factors will be accomplished by the Government critical analysis of each contractor's responses to the followin g questions in descending order of importance: (1) What is the experience and pa st performance of the prime contractor on similar projects? This factor consi d ers quality of the offerors past performance in carrying out work of a sim ilar nature with references to timeliness,cooperation,technical success, an d complet ion within budget. (2) What is the experience,past performance,and qualification s of key personnel (on-site superintendent and Proj.Mgr)? This factor considers the achievements of excellence accomplished on similar projects by the key perso nnel within the last five years as well as related education & training. If the experience was obtained by key personnel whil e in the employ of another firm,i dentify the firm and a representative by name,address and current phone number. (3) What is the technical approach to design-build delivery & experience & past performance on similar project s utilizing design-build? This factor considers the success in areas of technical quality,delivery,timeliness and budget mainten ance. Offerors are required to submit technical capabilities,experience & refer ences for Phase One by providing information as follows: (1) List five similar p rojects that your firm has performed over the last 5 years. All 5 projects must be submitted in the following format: Project title & contract number; Name of person representing the owner who is most familiar with the proj. & their curren t phone number; Project Description; Contract period;Project size in square foot age; Description of work done directly by offeror; Original cons truction award amount; Actual completion amount; Number of owner initiated change orders; Numbe r of contractor initiated change orders; Planned comple tion date; Actual comple tion date; Amount of liquidated damages assessed; Name of Proj.Mgr.. (2)(a) List key personnel & each person's education, training & experience, & describe the duties of the key personnel in the following format: Names of key personnel and title; Education/Certificates/ Licenses;Experience;Duties;Amount of time individ ual will dedicate to this project; State this person's signature authority for t he contractor & restr ictions, if any. (b) List 3 similar projects on which each key person has performed in the last 5 years. All 3 projects must be submitted in the fol lowing format: Project title and contract number; Contract period; P roject size in SF; Name and current phone No. of owner representative most famil ia r with the project; Project description; Completed construction amount; Amoun t of liquidated damages assessed, if any; (3) Technical approach to design-build delivery. (a)The organization for design-build: Describe to include lines of re porting, responsibilities of each team member & responsi bilities for primary pe ople on the team. Describe a plan for executing a design concept. The response to Factor (3)(a) should be no more than four, 8-1/2"x11" pages, printed one side . (b) List 3 design-build projects that have been performed over the last five y ears. All three projects must be submitted in the following format: Proj. title & contract No.; Name & curre nt phone No. of owner rep. most familiar with the project; Description of project. Response to the above is extremely important b ecause although price will be a factor, the lowest price offeror may not receive the award, since selection will be based on "greatest value to the Government."
