The estimated cost of this work is between $500,000.00 and $1,000,000.00. This will be an unrestricted procurement in accordance with Public Law 100-656. To qualify as a small business concern, the concern must have had average annual receipts for the preceding three fiscal years not exceeding $17.0 million.
