The proposed acquisition is for supplies for which the Government does not own specifications or drawings to permit full and open competition. The Government intends to enter into negotiations with Bell Helicopter Textron Inc., Fort Worth, Texas under the authority of U.S.C. 2304(c)(1), FAR 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement.
