authority of 10 U.S.C. 2304(c)(1) and FAR 302-1(b)1, only a limited
number of sources with unique capability can satisfy the agency's
minimum needs. The United States Army CECOM proposes to enter into an
other than full and open competition RFQ with Alpha Industries, Inc.
and Raytheon Company for the following item: Intermediate Power
Amplifier (IPA) Assembly, NSN: 5895-01-197-4242, P/N SM-A-988921,
Delivery to Tobyhanna, PA. The quantity is 7 each IAW Government
Drawing SM-A-988921 and all other associated drawings. This acquisition
is open to only two companies: Alpha Industries, Inc. and Raytheon
Company. These two companies own the partial drawings that the end
products require. The most recent historic procurement is with Alpha
Industries Inc., 22 MAR 1991, 40 each, $3,800.00. The U.S. Army
Communications Electronics Command (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request for Proposals (RFPs) and Invitations for Bids (IFBs) from
Government to Industry. All interested parties wishing to do business
with CECOM are invited to access, operate, send and receive data from
the CECOM EBB system. To become a user of the EBB, you will need an
identification code and password in addition to a computer terminal
equipped with the necessary hardware and software to interface with the
EBB system. A user's identification code and password will be issued
upon request along with instructions for downloading the EBB User's
Manual. All requests must include (1) company name, (2) point(s) of
contact name(s) and title(s), (3) return address(es) and (4) telephone

Contractors may request aperture cards and notice of revision(s) via
EBB, e-mail, or by written request to the Contracting Officer at the
