Leary, 301-862-8957. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in the Federal
Acquisition Regulation (FAR), Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, proposals are being requested and a
written solicitation will not be issued. Solicitation Number
N00421-97-R-1171 is issued as a Request for Proposal (RFP). The
incorporated document and provisions and clauses are those in effect
through Federal Acquisition Circular 90-45 and Defense Acquisition
Circular 91-11. This action is a 100% set aside for small businesses.
The applicable SIC is 3679 and the small business size standard is 500
employees. The contract line item numbers are as follows: CLIN 0001 --
2 MB Reflective Memory Cards (25 each) and CLIN 0002 -- Automatic
Fiber-Optic Bypass Switches (25 each) in accordance with the specific
definitions provided for each CLIN as follows: 2 MB Reflective Memory
Card (CLIN 0001) shall contain * VMEbus 1.2 gigabaud fiber-optic
reflective memory network with on-board direct memory access
controller, * 2 mega-bytes of reflective memory, * Data transfers at
29.5 megabytes per second, * Up to 256 nodes supported, * Only 700
nanoseconds per node latency for the data to be stored in and
transmitted out of each node by allowing each node to insert transfers
passing through for deterministic data transfers, * Any node on the
network can generate an interrupt in any other node on the network or
in all network nodes with a single command, * Error detection, *
Redundant transmission node for surpressing errors, * NO processor
overhead, * No processor involvement in network operation, * D64 memory
access, * Slave BLT's supported, master DMA controller, * Single-shot
6U VMEbus board, * Any node may reset any or all other nodes, * Any
node may reset any or all other nodes, * Compatible with the automatic
fiber-optic by-pass switch, *Temperature Range 0-65 degrees
centigrade(operating), *RelativeHumidity 20 to 80%. Automatic
Fiber-Optic By-pass Switch (CLIN 0002) -- * Compatible/ designed for
use with reflective memory cards, * Manual operation with front panel
switch, * Remote operation with control pin on P2, *Temperature Range
0-65 degrees centigrade(operating), *Relative Humidity 20 to 80%. This
procurement shall be F.O.B. Destination and be delivered to the
Receiving Office, Villa Rd., Bldg. 115, Unit 7, St. Inigoes, MD
20684-0010, M/F: Ernie Eichhorn (Code 4.5.8.2.2). The contractor shall
deliver CLIN's 0001 and 0002 within 30 days after award of contract.
Inspection and acceptance shall be made at destination FAR 52.212-1.
Instructions to Offerors -- Commercial Items (Oct 1995) is incorporated
by reference and applies to this acquisition. The provision 52.212-2
Evaluation -- Commercial Items (Oct 1995) will apply to this
solicitation. The following evaluation factors are listed in their
relative order of importance, namely, (i) -Technical capability of the
items offered to meet the Government requirement and (ii) -- Price.
With respect to Technical capability aspects, each proposer must
furnish the necessary specification sheets(descriptive literature) for
each item that fully demonstrates total acceptability and compliance
with all the factors as listed on Attachment A(Specification) to this
solicitation. Failure to demonstrate complete compliance may invalidate
your proposal from further consideration. Award will be made to that
responsible offeror determined to be tehnically acceptable and offering
the lowest price. Each offeror shall include a completed copy of the
provision at FAR 52.212-3, Offeror Representations and Certifications
-- Commercial (OCT 1995) with its proposal. FAR 52.212-4 Contract Terms
and Conditions -- Commercial Items (OCT 1995) is incorporated by
reference. The clause in FAR 52.212-5 Contract Terms and Conditions
Required to Implement Executive Orders -- Commercial Items (JAN 1996)
is incorporated by reference, however, for paragraph (b) only the
