63 -- AUTOMATIC CONTINUOUS AIR MONITORING SYSTEM SOL 19987-301-D1-R POC Dale Jose, (415) 768-2109, Procurement Representative. Bechtel National Inc., acting as agent for the U. S. Army Corps of Engineers for the Chemical Stockpile Disposal Program (CSDP), intends to solicit competitive proposals for an automatic continuous air monitoring system (ACAMS). BNI anticipates awarding one or two cost reimbursement contracts for the development of three first article test samples (FATS) to be delivered October 1, 1998. If BNI awards two development contracts, a downselect will be made prior to award of any options. Upon successful completion of the acceptance testing of the FATS, BNI anticipate exercise of a firm, fixed-price option for delivery of approximately 100 ACAMS for delivery no later than October 1999. The contract will contain fixed-price options for delivery of ACAMS to each of six other CSDP sites. If all options are exercised, BNI will procure a total of seven systems of approximately 100 ACAMS each. The contractor(s) will design, build, and test ACAMS capable of quantitatively detecting agents GB (sarin), VX (nerve gas), and HD (mustard). The ACAMS will be capable of near-real time single agent sampling and detection at the maximum permissible limit (MPL), immediately dangerous to life and health (IDLH), gross level detector (GLD), allowable stack concentration (ASC), and time weighted averages (TWA) levels. The ACAMS will be capable of multi-agent (i.e., GB, VX, and HD) sampling and detection at the ASC and TWA levels. The factory testing of the ACAMS must be conducted by the contractor at an agent certified facility. A list of agent certified facilities will be provided with the RFP. The contractor must have a quality program which meets, or can be upgraded to meet, the requirements of ANSI/ASQC Q9001. Board certification is not required. This procurement is unrestricted with regard to business size. This notice will close ten days after publication.
