Soldier Systems Command, Natick, MA, intends to negotiate and award a
contract to ICET, Inc., of Norwood, MA, on a sole source basis under
the authority of FAR 6.302-1, only one responsible source and no other
supplies or services will satisfy agency requirements. ICET will be
required to provide all the necessary services to apply improved
microencapsulated flame retardant formulations to 50/50 nylon/cotton
twill fabric. This effort shall focus on optimizing the flame retardant
formulations to provide improved durability to several launderings,
greater than 25 launderings, reduce stiffness while maintaining a char
length of less than five inches when tested. The flame retardant
treatment shall also provide minimum adverse affect on properties such
as tearing strength, breaking strength, air permeability, camouflage,
etc. ICET has successfully demonstrated under a Phase I SBIR and a
small Natick contract the ability to use microencapsulated techniques
to impart flame retardancy properties to nylon/cotton fabric used on
combat uniforms. Awarding this contract to ICET allows the company to
build upon the previous technological developments and further optimize
the formulations to provide the flame retardancy performance and
durability desired for our soldiers in a timely manner. NO SOLICITATION
