sole source modification under the Defense Special Weapons Agency
(DSWA) Scientific Engineering and Technical Assistance (SETA) contract
with Science Applications International Corporation (SAIC). The
purpose of this effort is to allow funding for Phase II of the
Stand-off Sensing Study and based on DSWA approved results, the
preparation of a detailed technology road map and investment plan. In
addition, SAIC will provide support for issues in relation to the
proliferation of weapons of mass destruction (WMD). The reason this
effort is not being competed is that the SETA contractor already in
place has a unique background and experience in developing arms control
community views on stand-off sensing. The work will be to synthesize an
optimum investment strategy from the scenarios and essential elements
of information validated in community workshops during the Remote
Sensing Study. SAIC produced this data. Other contractors would need to
re-construct the data and methodologies before they could be in a
position to start optimization of an investment strategy. Therefore, it
is not feasible to compete this effort. For further information,
