A -- MARKET SURVEY FOR JOINT SIGNALS INTELLIGENCE AVIONICS FAMILY (JSAF) SOL n/a POC Capt Al Helm, Contract Negotiator (937)255-4625/Steven W. Case, Contracting Officer (937)255-3245 This is a market survey to locate potential sources for the design, development, integration and test of one High Band Subsystem (HBSS) Demonstration Unit (DU), a segment of the Joint Signals Intelligence (SIGINT) Avionics Family (JSAF) program. This is not a Request for Proposal (RFP), nor does the Government intend to pay for the information solicited. In accordance with recent Joint Requirements Oversight Committee and Defense Airborne Reconnaissance Steering Committee decisions, the objective of the HBSS effort is to provide an advanced SIGINT capability complying with the Joint Airborne SIGINT Architecture (JASA)/JASA Standards Handbook for application to one Air Force platform type. The HBSS will be a suite of modules configured to perform the SIGINT collection mission with specified operational capabilities over a broad frequency range. To meet program goals, the period of performance for this effort is 41 months (based on a 1 November 1997 award.) Projected funding for this effort is limited to$28 million thereby establishing cost as an independent variable (CAIV). The Government plans to award a sole source follow-on contract for 16 production units to the HBSS DU developer. Much of the architecture, technology and functionality to be pursued in this effort was prototyped in the High Band Prototype (HBP) Program. Therefore, significant data from the HBP program will be available in a read library. A spare HBP system integration unit can be made available after July 1998 as government furnished equipment for use in development of the HBSS. The following information is requested to determine potential contractors who possess the skills, design knowledge, facilities and other resources required to complete this effort. Interested firm's capabilities will be screened based on: (a) a description of a low to moderate risk approach to meeting System Requirements Document (SRD) requirements (capabilities, Size, Weight and Power (SWAP), aircraft environment, Low Band Sub System (LBSS) integration, JASA Standards Handbook compliance, off-aircraft data links) (b) the ability to design, build, integrate and test one HBSS DU consistent with the JSAF program schedule (c) the ability to integrate and test the HBSS DU with the LBSS DU on a common platform (d) the ability to concurrently support problem resolution while continuing the HBSS flight test activity (e) the ability to provide support and spares for one year of flight test (f) discussion of cost realism to provide '(a)' through '(e)' above within available funding (g) the company's existing technical baseline (equipment and software) and the percentage that it meets SRD requirements (h) modifications of the company's existing technical baseline necessary to meet SRD requirements (i) a description of prior relevant SIGINT experience (j) the ability to meet Government security requirements including appropriate personnel/facility clearance(s) and storage capability to the TS/SCI level. Individuals requiring access to the read library must pass SCI security clearances to SSO ASC//CVS//Wright-Patterson AFB OH, ATTENTION: Ron Rice (Mr Rice may be reached at (937) 255-4080). The government will evaluate written responses and may request that firms travel to WPAFB for a follow-up discussion. Discussion sessions are contemplated for the week of 7 April 1997with a maximum four hour time allotment. Discussions will be requested on an individual basis, at which time further procedural information and questions will be provided. The Government will only solicit those firms which are determined qualified based upon written responses to this synopsis and discussion sessions, if held. Any respondent initially judged unqualified will be provided a copy of the solicitation upon request. Potential offerors are requested to submit two copies of their response within 21 days after publication of this notice, to ASC/RAKP, ATTN: Capt Al Helm, Building 557, Loop Road West, Wright-Patterson AFB OH 45433-3855.
