hereby notifies of intent to issue a Request for Proposal (RFP) in a
negotiated procurement for Construction Management (CM) Services for
the White House Projects Office, Washington, DC. Construction
Management (CM) Services as specified for performing design phase
(excluding actual design), procurement phase, and construction phase
services; claims services, testing services; and miscellaneous services
for various projects for the White House Projects Office in the
National Capital Region. All work will be performed in accordance with
GSA authorized and approved standards as well as requirements for
security clearances. The potential projects may involve the following
buildings: Old Executive Office Building (O.E.O.B.) --
Mechanical/Electrical Modernization; New Executive Office Building --
Chillers/Elevators/Sidewalk; White House East & West Wing --
ADA/Asbestos/Chiller; Jackson Place Townhouses -- ADA/Sidewalk; Winder
Building -- Architectural Improvements; 1724 F Street, NW --
ADA/Code/Tenant Improvements; Treasury Building, National Courts,
Cosmos Club, Tayloe House, Dolly Madison House, and Garage Elevators --
Repair & Alteration. One Indefinite Quantity CM Contract may be
awarded. The contract will be for a base period of approximately one
year and four option periods with an Indefinite Quantity Ceiling (IQC)
as follows: Base Contract -- $2,000,000; Option Period 1 --
$2,000,000; Option Period 2 -- $2,000,000; Option Period 3 --
$2,000,000; Option Period 4 -- $2,000,000; for an aggregate IQC total
of $10,000,000. The Contract will also contain a provision for the
addition by modification of an additional $15,000,000 in ordering CM
services for the Modernization of the Old Executive Office Building,
which may extend beyond the five year term of the contract. Thus
bringing the total aggregate contract value to $25,000,000. Competitive
formal Source Selection procedures will be used in accordance with FAR
15.6. The "greatest value concept" is the method that will be used to
evaluate price and other factors specified in the solicitation, with
the goal being to select the proposal that offers the greatest value to
the Government in terms of performance quality and pricing. The
objective is to select the proposal that offers the most for the money,
without necessarily basing selection on the lowest price (See FAR
15.605(d)(1)). GO/NO GO Requirement will be Pass/Fail. The screening
factors set forth below must be met before further evaluation of the
technical proposal proceeds. The CM must pass all five of the Go/No Go
Screening factors. The remaining technical proposals will be fully
evaluated and scored based on the Technical Evaluation factors: (1) The
CM (or if applicable, the CM's team including consultants) must
demonstrate its experience as a Construction Management (CM/CQM)
professional service contractor on at least one (1) similar project
within the past ten (10) years. Similar project is defined as a project
that is comparable in nature, type, and complexity to the projects in
this solicitation, and meets all five (5) of the following
characteristics. (a) Modernization was for an office building and
included replacement or renovation of major electrical, mechanical,
plumbing, and fire protection systems and substantial architectural
changes to the tenant areas. (b) Construction work was performed in a
substantially occupied building. (c) The project met one (1) of the
following criteria: (i) The building size was not less than 100,000
gross square feet, or (ii) The construction cost at award of the
construction contract was not less than $15 million. (d) Construction
was performed in phases. (e) The Construction was performed in a
building listed (or eligible to be listed) in the National Register of
Historic Places, and the scope included the renovation and restoration
of significant historic elements. (2) The CM must demonstrate
experience as a Construction Management (CM/CQM) professional service
contractor on at least one (1) large project within the past ten (10)
years other than the project listed for paragraph (1). Large project is
defined as a project that is comparable in nature, type, and complexity
to that in this solicitation, and meets a minimum of four (4) of the
five (5) characteristics listed in paragraph (1) above, one which must
be the project size listed in (1)(c) above. (3) The designated
Construction Executive (CEx) must have had experience on at least one
(1) large project within the past ten (10) years. Large project is
defined in paragraph (2) above. (Also, see Paragraph (5) below). (4)
The designated Quality Control Superintendent (QCS) must have had
experience on at least one (1) large project within the past ten (10)
years. Large project is defined in paragraph (2) above. (Also, see
Paragraph (5) below). (5) The combined experiences of the CEx and QCS
must meet all five (5) characteristics listed in paragraph (1) above.
The Technical Evaluation Factors are: A. Key Personnel (30%), B.
Experience and Past Performance on Comparable Projects (30%), C. CM's
Capabilities (20%), D. Management Approach (10%), and E. Subcontracting
Plan (10%). This solicitation will be open to both small and large
professional business firms under FAR 22.1102 and FAR 19.102 -- Size
Standard SIC 8741- $5.0 million. The offeror (if not a Small Business)
shall be required to present an acceptable Small Business
Subcontracting plan. The General Services Administration (GSA) is
committed to assuring that maximum practicable opportunity is provided
to small, small disadvantaged, and small women-owned business concerns
to participate in the performance of this contract consistent with its
efficient performance. GSA expects any subcontracting plan submitted
pursuant to FAR 52.219-9, Small, Small Disadvantaged and Women Owned
Small Business Subcontracting Plan, to reflect this commitment. The RFP
will be available for issuance on or about 4/30/97, and will be due on
