USAID's Bureau for Global Programs, Field Support and Ressearch, Center
for Population Health and Nutrition intends to support a ten-year
results package entitled "Monitoring and Evaluation to Assess and Use
Results (MEASURE)". In furtherance of this objective, USAID's Office of
Procurement is issuing a three draft solicitation packages for
technical assistance/services in support of MEASURE, for comments from
interested parties. Comments will be accepted through the close of
business, 4/02/97, addressed to the point of contact in this notice.
These draft solicitation packages are being issued as a set, as they
are integrally linked and should be viewed in their totality for a
complete understanding of MEASURE. Each solicitation is anticipated to
result in the award of a contract or cooperative agreement, as
detailed below. The finalized solicitation packages (one RFA and two
RFP's) resulting from this draft process are anticipated to be issued
in late April 1997. The proposed assistance/services are as follows: 1.
A Contract for data collection and related analysis and training
activities. 2. A Cooperative Agreement which will support a program of
technical assistance in the development of evaluation and monitoring
plans, coordination of data collection, monitoring and evaluation
efforts, not only at the country level but also among donors, research
and development on improved evaluation tools and methodologies and
improved understanding of program impact, training in evaluation and
monitoring, and institutionalization of evaluation and monitoring
efforts. This will not be for the conduct of evaluations, rather will
serve as a technical resource to those who do and will provide the
evaluation related assistance described above. A Contract for the
dissemination and utilization of data. The activities under this
procurement will include packaging data and evaluation results
appropriately for various consumer groups and audiences and assisting
groups in gaining access to needed data. In addition, the implementing
organization will assist in testing new ways to ensure more efficient
dissemination and use of data. The preferred method of distribution of
USAID procurement information is via the Internet or by request of a
solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). This

Worldwide Web address is http://www.info.usaid.gov. Select "Business
and Procurement Opportunities" from the home page, then "USAID
Procurements". On the following screen, select "Download Available
USAID Solicitations". The draft solicitation text can also be
downloaded via Anonymous File Transfer Protocol (FTP). The FTP address
is FTP.INFO.USAID.GOV. Logon using the user identification of
"anonymous" and the password is your e-mail address. Look under the
following directory for the draft solicitations:
pub/OP/RFP/MEASURE1/measure1.rfp, pub/OP/RFA/MEASURE2/measure2.rfa,
pub/OP/RFP/MEASURE3/measure3.rfp. If the FTP service is down, please
refer to the Agency Web Site in the interim. Receipt of this draft
solicitation package through INTERNET must be confirmed by written
notification to the contact person noted above. It is the
