R -- EDITORIAL CONSULTING SERVICES FOR PUBLIC HEALTH REPORTS SOL NLM SP 97-037/MDW DUE 032897 POC MoniQue D. Woodard, Contract Specialist, 301-496-6546 It is the intent of Public Health Reports to negotiate on a sole source basis based upon the authority cited in FAR 6.302-1(b)(1) and 41 U.S.C. 253(c)(1) with Ms. Robin Chase of 40 Cottage Street, Cambridge, MA 02139, to provide expert professional editorial, marketing, and publishing consulting advice to the editor. The consulting advice and services to be rendered by expert are: (1) Provide the editor with advice for each issue on how to edit and redirect feature articles, commentaries, viewpoints, and articles in other departments; (2) Provide a production schedule and table of contents for each issue; (3) Supply deadlines and specifications so that all materials for publication are ready on time and meet standards required for design and style, including associated collateral materials (tables, graphs, photographs, illustrations); (4) Monitor inflow of different types of articles and provide advice to assure an ample supply of each kind is available to assemble an issue; (5) Write press releases for each issue; (6) Design and develop marketing programs, including design of direct mail and electronic mail campaigns, to be updated for each issue; and (7) Present a program to introduce Public Health Reports into the electronic medium by creating and updating a home page, and designing an on-line version of the journal. Ms. Chase has unique experience and familiarity with Public Health Reports, and the special problems it faces with editing, marketing and publishing, which is essential to the performance of the project. Ms. Chase is located with in a short commuting distance of the JFK Federal Building, Boston, MA, which is also essential since the vendor will meet frequently with the editor and staff of the Public Health Reports. NLM has determined that Ms. Chase's is the only vendor capable of providing the necessary services since she has a Master's degree in management, over 10 years of experience in the field of public health, and five years of writing and editing experience. She also has been with Public Health Reports for the past two years during its critical time of reinvention and thus understands our mission and goals for the future.
