SOL DAHA29-97-R-0006 DUE 032497 POC Purchasing Agent Molly DeFrates (505) 474-1820 (Site Code DAHA29) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number DAHA29-97-R- 0006 is issued as a Request for Proposal. Interested offerors are to request form entitled Submittal Format and Specification Outline referencing the Solicitation number. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. The Standard Industrial Classification Code (SIC) is 7353. Small Business Size Standard is $5 Million. Line Item 0001 is for one each large capacity Rock Crusher/Screening Plant and associated equipment, assemblies, conveyors and generation equipment. Line item 0002 is for one each Secondary Crusher and Screening Assembly w/associated equipment. Line item 0003 is for two each excavators, CAT 325 or Deere 690E or equal w/15 G Breaker (no bucket). Line item 0004 is for two each Roller Vibrators, 5 ton self propelled, double steel barreled. Period of service: line items 0001, 0002, 0003, 15 APR 97 through 15 JUN 97. Item 0004, 10 MAY 97 through 9 JUL 97. Location: Fort Defiance, AZ quarry site (apx 2 miles northeast of Fort Defiance). SOW Rock Crusher. The requirement is for the lease of a portable commercial rock crushing/screening plant and all associated equipment and assemblies for the purpose of surface mining of aggregate material located near Ft. Defiance, AZ in an existing quarry site known as Yellow Horse Quarry (Blue Canyon Dam Quarry Site). Type of rock at the quarry site is Pre-Cambrian Quartzite. Any referral to the primary or Secondary Crushers in this solicitation also refers to all associated equipment and assemblies. The crushed rock is to be used in the upgrade of the Blue Canyon Road between Ft. Defiance and Sawmill, AZ. The leased equipment will be operated by the Army National Guard (ARNG) operators. The ARNG shall consider crusher/screening plants with industry (manufacturer's list) rating of the following capacities: (1) 100 tons per hour (TPH), (2) 150 TPH, (3) 200 TPH, (4) 250 TPH. Selection shall be based on that which is the best value to the Government. The contractor shall provide a primary rock crusher, complete and operational system, to produce 40,200 tons of one inch (-) using primary and secondary units at an industry rate of 100 TPH, 150 TPH, 200 TPH or 250 TPH as selected by the Contracting Officer. The primary jaw crushing plant shall include all conveyance devices, vibratory grizzly feeders, necessary bypass chutes, operator's platform with necessary access ladders and walkways. Primary unit must be mounted on main frame for portability, and fully equipped with switch gear and required electrical power supply, to include required portable electrical generation equipment. The contractor shall provide a secondary crusher/screen plant, a complete and operational system, to produce rock size as required by the primary unit, with sufficient industry rating to parallel production of the primary unit. The secondary crusher/screen plant shall include all conveyance devices, vibratory screen, feed box, special discharge lip, under screen collection hopper, screen discharge chutes for second and third deck overs, supports, walkways and ladder. Secondary plant must include all rollercone assemblies, screen assembly and screens required to produce 1 inch (-). The secondary plant must be mounted on a main frame for portability, and fully equipped with switch gear and required electrical power supply, to include required portable electrical generation equipment. The contractor shall provide a plant layout of proposed equipment, indicating the process of material, product delivery and area requirements for operation. The following equipment capacities, with minimum average daily output requirements will be considered. (1) 100 TPH rating, with an average daily output requirement (ADOR) of 700 tons. (2) 150 TPH rating with an ADOR of 1,050 tons. (3) 200 TPH rating with an ADOR of 1,400 tons. (4) 250 TPH rating, with an ADOR of 1,750 tons. Daily operation, for all equipment sizes shall be from 7:00 a.m. to 6:00 p.m. All crusher/screening units and components must be delivered in a fully operational condition to assure a mean-time between failures is maintained at four (4) hours. Contractor must initiate repairs within four (4) hours of notification. A single Point of Contact will be established for the ARNG by the Contracting Officer. Repair down time shall be limited to twelve (12) hours. Failure rate of all equipment and components shall be maintained at a standard of new or reconditioned equipment, ensuring operational output above the minimum daily output requirement. Contractor shall provide all transportation, transportation equipment, labor and materials require to deliver the leased equipment to the Ft. Defiance Quarry site. Contractor shall provide all of same to remove the leased equipment from the site. All travel permits, fees and licenses shall be acquired and paid by the contractor. Contractor shall provide all labor, equipment, tools and equipment necessary for the complete installation of an operating plant to "fully operational" status. Fully operational status shall be defined as "a production plant producing the established equipment production rate, producing aggregate above the average daily production target". Determination of fully operational status shall consist of a test-run period of eight (8) hours, with output calculated by volume (cross-sectional area method) and multiplied by 94 pounds per cubic foot. Determination of Daily Output shall be by volume of aggregate produced during the operational period (7:00 a.m. to 6:00 p.m.), and converted to tons of aggregate produced as indicated above. ARNG operators shall maintain an operational log, indicating time of operation, time and reason for scheduled and non-scheduled shut-downs, restarts, and daily production rates. Daily log sheets will be maintained at the crusher plant site, with copies forwarded to the contractor for record. The contractor shall deliver to the ARNG all equipment selected for lease to the Ft. Defiance Quarry Site, on the date specified. Equipment wear parts shall be identified, with certification of the condition of these parts. Wear parts shall be inspected by a qualified representative of the contractor and the ARNG prior to certification. The contractor shall install and set-up equipment selected, in the configuration proposed, within the established set-up time agreed upon by the Contracting Officer. The contractor shall perform an eight (8) hour test-run of all installed equipment to establish fully operational status. Proposals shall outline all maintenance requirements of the ARNG operators. This maintenance shall be specified as "Operator Maintenance". Maintenance not indicated in "Operator Maintenance" shall be performed by the contractor, at the contractor's expense. Wear parts identified as other than new shall be calculated as a pro-rated share of the replacement cost, in accordance with findings as indicated above. Contractor shall provide a list of wear parts, with costs. Replacement shall be during non-productive hours, supervised by the contractor. Labor for installation shall be by ARNG maintenance personnel. Routine contractor maintenance shall be performed outside the normal production schedule times, unless authorized by the ARNG in advance. The contractor shall inspect the equipment with sufficient frequency, to ensure that proper operator maintenance is being performed. Replacement is subject to terms outlined below, under loss of production. Equipment damage, caused by the operators, due to operator error or carelessness shall be the responsibility of the ARNG. Contractor shall provide all parts and special tools required for the performance of this maintenance. The equipment provided by the contractor must maintain, at a minimum, the average daily production requirement. Production loss resulting from equipment failure shall result in either lease payment reduction or like material provided by the contractor. Material compensation shall be determined by the average daily output requirement times the number of days out of operation. Lease payment reduction shall be a pro-rata share of equipment lease costs equal to the production loss, based on the agreed upon production capacity of the equipment leased. Capacity shall be determined by the manufacturer's rating, considering the type and hardness of rock crushed. Example: Complete crusher screening plant (primary and secondary), rated at 150 TPH, with all associated equipment, assemblies and components, fully operational on 15 April 1997. (1) Average daily output requirement: 1050 tons, (2) First billing cycle 15 April -- 1 May: 15 days, (3) Accumulated production on 1 May: 17,040 tons, (4) Required production on 1 May: 13,650 tons (assuming 2 days scheduled shut down) -- Penalty: 0 (accumulated production above requirement). (1)Average daily output requirement: 1050 tons, (2) First billing cycle: 15 April -- 1 May, 15 days, (3) Accumulated production on 1 May: 12,960 tons, (4) Required production on 1 May: 13,650 tons (assuming 2 days scheduled shut down). Compensation: 690 tons aggregate delivered to quarry site, or 4.6 hours lease payment adjustment (690 tons/150 TPH). Each billing cycle will be a separate determination period, with no carry-over from period to period. The Government will award a firm fixed price contract, to the responsible and responsive offeror whose offer will be most advantageous to the Government, price and other factors considered. Multiple awards may be made. Invoices shall contain at a minimum: Contractor name, Contract number, period of service the billing covers, and description of item being billed. Offerors shall complete and return the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with this proposal.
