published on 3/3/97, and is now being issued as a
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The existing solicitation number will
remain the same and is being issued as a Request For Proposal (RFP).
This synopsis/solicitation and incorporated provisions and clauses are
those in effect through the Federal Acquisition Circular. The SIC code
is 3728 and small business size is 1000 employees. DESCRIPTION OF
REQUIREMENT: The Rapid Armament Boresight System (RABS) performs
boresighting for the AH-1 Cobra. Deliverables include: 10 each RABS; 10
each operators manuals; calibration data (special equipment calibration
list, calibration management requirements summary, special equipment
requirements documentation); 2 year (at least) warranty. Delivery of 2
systems is required 9 months after receipt of order, and should
include 2 per month until all deliveries are completed. All offerors
must demonstrate that their product can boresight an AH-1 Cobra with in
5 hours in order to be eligible for award. The Government anticipates
awarding a sole source contract to DRS Photronics Corp. under the
authority of 10 U.S.C. 2304(c)(1) based on Government's determination
that the minimum Government needs can only be satisfied by unique
supplies available from only one source. The Government does not
possess drawings and other technical data which would permit full and
open competition. Interested sources will receive due consideration as
required by law. Proposal should reflect FOB Destination to
Springfield, Missouri. Specific location will be included in resulting
contract. The following provisions and clauses are applicable to this
action: (1) 52.212-1; (2) 52.212-2 Price, technical capability for the
item to meet the Government requirement, and Past Performance in with
price and technical capability being more important than past
performance; (3) 52.212-3 Offerors shall include a completed copy of
this provision; (4) 52.212-4; (5) 52.212-5 All provisions and clauses.
Offers are due by 12:00 pm Central Time, 28 March 1997. See Numbered
