678-4801 (Site Code DAAD07) The U.S. Army White Sands Missile Range
(WSMR), New Mexico has a requirement for a firm fixed price
requirements type contract for the purchase of a Self-contained
Eye-safe Automated Laser (SEAL) for a one year base period and four (4)
one year option periods. The SEAL is to integrate with and complement
the present inventory of TV/FLIR-based tracking systems residing on
Kineto Tracking Mount (KTM) platforms. Physically, the successful SEAL
design will be self-contained and provide for straight-forward
integration onto existing KTM platforms. The SEAL shall demonstrate a
high-quality detector output signal, yielding a consistently measured
ranging and linear error angle accuracy such that space point position
errors fit within a 1.2 meter virtual box at 25Km. Tracking of highly
dynamic missile targets will necessitate the use of measurement sample
rates up to 1 KHz to provide the desired trajectory resolution. The
SEAL shall be able to track cooperative (reflector augmented) aircraft
and standard missile targets, thus providing real-time error angle and
ranging data to the KTM control system, allowing single station Time
Space Position Information (TSPI) determination while under
remote-control. The SEAL equipment shall consist of one SEAL HIGH RATE
MODEL, one SCRAMNet Interface and one Range Gated Video for the base
period. The estimated quantity for the option periods are as follows:
(a) First option period: two SEAL HIGH RATE MODEL, two SEAL LOW RATE
MODEL, four SCRAMNet Interface and four Range Gated Video (b) Second
option period: three SEAL HIGH RATE MODEL, two SEAL LOW RATE MODEL,
five SCRAMNet Interface and five Range Gated Video (c) Third option
period: two SEAL HIGH RATE MODEL, two SEAL LOW RATE MODEL, four
SCRAMNet Interface and four Range Gated Video (d) Fourth option period:
two SEAL HIGH RATE MODEL, three SEAL LOW RATE MODEL, five SCRAMNet
Interface and five Range Gated Video. All requirements shall be FOB
Destination. The proposed contract is unrestricted. The solicitation
will be issued on or about 31 March 97. All responsible sources may
