combined synopsis/solicitation is issued as an Invitation to Bid (IFB).
(III) The solicitation document and incorporated provisions are those
in effect through Federal Acquisition Circular FAC90-42. (IV) This
combined/solicitation is under the Small Business Set-Aside Program.
The standard identification code (SIC) number is 7389 and small
business size standard is 3.5 million dollars. (V, VI, VII) GENERAL
DESCRIPTION: Commercial diving services and equipment are required to
survey, discover and recover batteries at 143 past and present aid to
navigation (ATON) sites in the state of Alabama and to record all
findings. One site is at mile marker 45 on the Mobile River and all
other sites are below mile marker 14 on the Mobile River including
Mobile Bay and the Intercoastal Waterway East and West to the Alabama
state lines. The required completion date shall be within 45 (forty
five) calendar days after acceptance of order. A Coast Guard vessel
will be supplied as a support platform for the divers and to recover
discarded batteries. The contractor shall develop and submit a dive
plan prior to starting work that clearly shows that the contractor has
complied with the diver qualifications and pre-dive procedures
specified in 29 CFR 1910.421 and 29 CFR 1910.410. The base bid shall be
lump sum for all costs of material, labor, equipment, and
transportation to cover the performance period and shall include: (1)
Loading of all dive equipment onto the Coast Guard vessel in advance of
actual diving work. (2) All transportation to and from the Coast Guard
vessel, or vessel pick-up point each day. (3) All per diem costs for
meals, accommodations and other necessary incidental costs for
contractor's employees. Daily working hours may be up to 10 hours/day,
but will start no earlier than 5:00 a.m. and end no later than 9:00
p.m. each day. Performance Time is 45 calendar days. DESCRIPTION OF
DIVE SERVICES: (1) Survey bottom area in 50 foot radius around each
ATON structure for discarded batteries or battery parts. Surveyed area
will be extended if batteries are found in the 45 to 50 ft segment of
the search area. (2) Map the locations of any discovered batteries or
battery parts relative to the ATON. (3) Recover all batteries found at
each ATON site and deliver to onsite Coast Guard personnel for
packaging and disposal. ADDITIONAL COMPENSATION PAYMENT WHEN MORE THAN
10 (TEN) BATTERIES FOUND AT ANY ONE ATON SITE: In addition to the base
lump sum contract cost, the government will pay $10.00 (ten dollars)
for each battery over 10 (ten) recovered at any one site. The number of
batteries that qualify for additional payment are based on each
individual site, and not averaged over the entire number of sites.
Experience has shown battery quantities to range from zero to fifty at
any one site, however, the government in no way guarantees any number
of batteries to be found. QUALITY ASSURANCE PERIOD: This contract
shall include a quality assurance period of 14 (fourteen) calendar days
starting on the day following the last day of work in this contract.
Work is considered incomplete, and no payment can be made, until the
end of the quality assurance period. During this 14 day quality
assurance period, the Coast Guard will do quality assurance dives on
from 0% to 100% of the ATON sites surveyed in this contract. If at any
site, more than 10% of the number of batteries recovered by the
contractor are found still in place, the Coast Guard will require the
contractor to revisit the site to remove the additional batteries. All
contractor costs for the re-dive will be borne by the contractor. All
training and qualification requirements in this contract apply to the
"re-dive". (VIII) FAR provision 52.212-1 Contract Term and Conditions
Commercial Items is incorporated by reference. The following are
addendum to FAR Provision 52.212-1: The following clauses are
incorporated, FAR 52.233-2 Service of Protest (Oct 1995), FAR 52.217-5
Evaluation of Options (Jul 1990), FAR 52.232-15 Progress Payments not
included (April 1984). (IX) FAR provision 52.212-2 Evaluation-
Commercial Items does not apply, award will be made to the lowest
price. (X) Bidders shall complete FAR 52.212-3 Offerors Representative
and Certifications -- Commercial items and submit it with their bid.

hereby apply to this solicitation. FAR provision 52.214-4 includes an

is the policy of the Coast Guard to issue solicitation and make

the Commandant has created the position of Solicitation Ombudsman who
is empowered to investigate issues raised by prospective offerors and
