The Dahlgren Division of the Naval Surface Warfare Center, Dahlgren, VA intends to award on a sole source basis a contract to the Georgia Institute of Technology (GIT) to provide specialized expertise to develop a precision electronic support measures (PESM) model. This model will be incorporated into a multisensor benchmark problem for sensor resource allocation and tracking highly maneuvering targets with a phased array radar. The expertise will be used to develop a PESM model that is consistent with the models and modern tracking techniques employed in the tracking benchmark problems developed at NSWCDD. GIT has the expertise required to develop a PESM model that is consistent with the tracking benchmark problems developed at NSWCDD. Also GIT has the expertise in the areas of radar signal processing, electronic counter measures (ECM) and tracking maneuvering targets. GIT has developed a new approach for modeling the probability of multiple pulse intercept associated with random frequency hopped radar systems and signal processing techniques for pulse train parameter estimation and deinterleaving, as well as, in the development of adaptive algorithms for tracking maneuvering targets employing ECM deliverables under this contract will be a technical report that documents the results accomplished under this task and oral presentation of the results.
