intends to secure services for its institutional ADP support
requirements. In terms of specific types of support, five (5)
functional areas have been identified: 1. Administrative Application
Services -- provide a wide range of programming and analysis services
in support of the design development, implementation, and on-going
maintenance and production of VNTSC's Administrative and Management
Information Systems, and also provide support to World Wide Web (WWW)
and Internet tasks, 2. Facility Operations Services -- provide support
to Volpe's computer operations activities including the operations of
Volpe's mainframe computer facilities, operation of dedicated special
purpose systems, hardware maintenance, data entry/preparation, and a
wide range of user services, 3) Systems/Planning Services -- provide
support to the Volpe Computer Center including short and long range
planning, system software and maintenance support for Computer Center
managed facilities, system performance, measurement and evaluation, and
special studies, 4. LAN Administration Services -- provide support to
the Volpe Local Area Ethernet Network (LAN) including on-going
administration, monitoring and maintenance of the backbone LAN
throughout the Volpe complex, administration of Volpe's bridges, T1
links and communication servers, hardware and software administration
of the Center's institutional and dedicated special purpose LAN
servers, workstations, and peripheral equipment and special studies, 5.
Contract Administration Services -- provide support to Project
Management related activities to ensure a uniform operation consistent
with Volpe's Job Order System and Volpe's financial and management
information systems. The period of performance is two (2) years with
three (3) option periods of one (1) year each. The level of effort for
the duration of the contract is expected to be an average of 67
productive labor years per year. This acquisition is set-aside for
small business under SIC Code 7376. For minority, women owned and
disadvantaged business enterprises only: The DOT has a short term
bonding program available which enables firms to obtain bid, payment,
and performance bonds, up to 80 percent of the bond amount and a short
term loan program to provide working capital at the prime interest
rate. In addition, through the Historically Black Colleges and
University Program, firms can receive comprehensive services and
training designed to enhance their financial capabilities. For further
