The Department of Interior's Minerals Management Service (MMS), in conjunction with the General Services Administration's Federal Systems Integration Management Center (FEDSIM), intends to issue a Request for Proposals (RFP) which will result in the award of multiple, task-order contracts for the upgrade of telecommunication infrastructure at a number of Department of Veteran Affairs, Veterans Health Administration hospital and/or clinical facilities across the US. This acquisition is 100% reserved for small business. Planned venues to be serviced through MMS' contracts include: San Francisco, CA; Minneapolis, MN; Portland, OR; Dallas, TX; and Bay Pines, FL. Possible sites within the SAN FRANCISCO venue include Honolulu (HI), Fresno, Livermore, Martinez, Palo Alto, Reno (NV), Modesto, Stockton, Berkeley, Oakland, Menlo Park, Monterey, San Jose, Sacramento, and Pleasant Hills. Possible sites within the MINNEAPOLIS venue include Fargo (ND), Sioux Falls (SD), Fort Meade (SD), Hot Springs (SD), and St. Cloud. Possible sites within the PORTLAND venue include Anchorage (AK), American Lake (WA), Boise (ID), Vancouver (WA), Roseburg (OR), Seattle (WA), Spokane (WA), Walla Walla (WA), Bandon (OR), Eugene (OR), and White City (OR). Possible sites within the DALLAS venue include Bonham, Kerrville, Marlin, San Antonio, Temple, Waco, Fort Worth, Corpus Christi, McAllen, Austin, Diamond Hill, Laredo, and Victoria. Possible sites within the BAY PINES venue include West Palm Beach, Gainesville, Lake City, San Juan (PR), Tampa, Miami, Riviera Beach, Daytona Beach, Jacksonville, Tallahassee, Orlando, and Oakland Park. Offerors will be required to submit separate proposals for each venue they are interested in, but if selected for a venue, will not be required to bid on all sites within that venue. Issuance of contracts is planned to occur in three phases: during the first phase contracts will be awarded for the San Francisco venue; during the second phase contracts will be awarded for the Minneapolis venue; and during the third phase contracts will be awarded for the Portland, Dallas, and Bay Pines venues. Following initial contractor selection, individual task order requirements within each venue will be posted to an electronic bulletin board, and contractors will bid electronically on individual task orders. ONLY organizations already under contract as a result of this RFP will be allowed to bid on individual task orders. For each order, the successful bidder will: conduct a site survey; describe the existing cable infrastructure and electronics equipment; and outline and execute a plan for upgrading to an acceptable level of technology with minimal impact to ongoing medical/clinical operations at each site. Conditions may vary substantially from site to site. Offerors will be required, as part of the initial proposal process, to give an oral presentation to the Government's evaluation team. Offerors will be evaluated on past performance, key personnel, similar project experience (with particular emphasis on hospital-basedsettings), and various other criteria which will be more fully described in the RFP.
