The Navy Aircraft Fuel Conservation Program (Code 4.3.2.1) of the Naval
Air Warfare Center Aircraft Division, Patuxent River, MD requires
engineering and technical services for the support of the Aircraft
Performance Advisory Computer (APAC) Program, the Flight Optimization
routines for Energy Management (FOREM) Program and the Flight
Performance Advisory System (FPAS). The effort to be solicited provides
for a base year and four option years of support. NOTICE: At the end of

REQUIREMENTS: SOW 2.0: The scope of this effort includes program
management, software testing, procurement and assembly of hardware and
software and maintaining inventory and shipping data bases. SOW 4.0
Tasks include the following, SOW 4.1, The Contractor shall maintain an
inventory data base (ACCESS) of equipment supporting the APAC program.
SOW 4.2, The contractor shall maintain a data base (ACCESS) of squadron
requests for APAC units and units shipped. SOW 4.3, The contractor
shall support the FOREM program. SOW 4.4, The contractor shall provide
a point of contact between P-3 FPAS performing contractors and the
Government program manager. SOW 4.5, The contractor shall provide a
point of contact between F/A-18 FPAS performing contractor and the
Government program manager. SOW 4.6, The contractor shall prepare a
yearly Five Year Program Plan for the Fuel Conservation Program LABOR
CATEGORIES AND ESTIMATED LEVEL OF EFFORT The following list covers the
Level of Effort for the Base and each of the four option years. [1]
Senior Engineer/Manager @ 1250 hours, [2] Clerk/Technician/Editor @ 200
hours. The total estimated level ofeffort for the Base Year is 1450
hours. The total for the entire effort is 5250 hours. These estimates
and requirements are preliminary only and are subject to change in the
solicitation. The proposed solicitation is a 100% Set Aside for Small
Business concerns. The Standard Industrial Classification (SIC) Code
for this effort is 8711 which has a size standard of $20.5 Million in
sales. Interested Small Business concerns should direct all requests
