Military Traffic Management Command will issue a DRAFT Request for
Proposal (DRFP) on or about 17 Mar 97 to all potential sources to
provide transportation services for the movement of privately owned
vehicles (POVs) for military members and civilian employees of the U.S.
Government between CONUS sites and Belgium, England, Germany, Italy,
Netherlands, Puerto Rico and possibly Hawaii. A presolicitation
conference will be held on 30 Apr 97 at the Radisson Plaza Hotel, 5000
Seminary Road, Alexandria, VA. Attendance at the presolicitation
conference is urged but limited to four individuals per company.
Attendance shall be at the contractor's expense. Notification of the
number and name of the individuals who will attend the conference must
be submitted not later that 23 Apr 97 to the address and facsimile
number below. MTMC expects to award a single, firm fixed price
requirements contract for the movement of approximately 70,000 to
80,000 POVs annually. The contractor selected will assume all
responsibility and costs for receipt/delivery, processing, and
transportation of the POV from the point where the POV is received from
the customer to the destination where the POV is delivered to the
customer. The contractor's responsibilities will include (1) operating
multiple vehicle processing centers (VPCs) in CONUS and overseas
locations (OCONUS) to receive/deliver customers' POVs, preparing POVs
for shipment, and ensuring all necessary agriculture and customs
clearances are accomplished; (2) arranging for and/or providing inland
and ocean transportation of the POVs between VPCs; (3) providing
information on the status and location of POV shipments as well as
other program information; and, (4) resolving POV loss and/or damage
claims with customers. CONUS VPC facilities are expected to be provided
by the contractor. Some OCONUS VPC facilities may be furnished by the
Government. MTMC expects to issue a formal solicitation in May 97. The
DRFP, excluding the technical exhibits, is located on the MTMC Website
at http://mtmc.army.mil The document is "Global POV Contract (GPC-1)"
on the POV page, which can be accessed after selecting the following
categories/pages: Transportation Services, Global Traffic Management,
Personal Property and Privately Owned Vehicles. Requests for a hard
copy of the DRFP shall be in writing to the address and facsimile
number below. NOTE: Sources that have not already done so, in response
to the sources sought notice published on 15 Jan 97, are requested to
submit a statement demonstrating their capability to perform the
responsibilities listed in items (1) through (4), above. Responses are
limited to two pages and may include a description of the company and
its experience relative to the performance of this or similar
services. Responses must identify the company's business size and
whether designated a Small Disadvantaged and/or Women Owned Business.
Responses on company letterhead must be submitted not later than 31 Mar
97 to Military Traffic Management Command, ATTN: MTAQ-AS (Ms.
Grudzinski), Room 312, 5611 Columbia Pike, Falls Church, VA 22041-5050.
A small-business set-aside determination has not been made. The
determination will be based on the capability information received from
small business concerns. The SIC Code is 4731 with an annual size
standard of $18.5 million. Facsimile responses and requests, submitted
