combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. This solicitation is being issued as a Request for Quotations
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-45.
This solicitation is 100% set-aside for small business concerns. The
Standard Industrial Code (SIC) is 2452. The size standard is 500
employees. The work will include all labor, supervision, tools,
materials, equipment, transportation and facilities necessary to
provide modification, delivery, set-up, leveling, tie-down,
maintenance, take- down and removal of one 8' X 20' mobile modular
office trailer with an occupancy code of B-2 at the Marine Corps Base,
Camp Pendleton, California and incidental related work This
requirement shall be a firm fixed price contract for trailer rental in
accordance with the specifications stated herein. The contract
schedule will be as follows: Item 0001 -- Modification of relocatable
facilities to meet contract specifications. Item 0002 -- Deliver,
assemble, level, anchor and set-up of relocatable facilities. Item 0003
-- Monthly rental of relocatable facilities including landings and
stairs per month for twelve months. Optional Item 0004 -- Take down and
removal of relocatable facilities. First option period line items:
Items 0101 and 0102 will not be used. Items 0103 and 0104 bear the same
description as items 0003 and 0004 for the first option period. Second
option period line items: Items 0201 and 0202 are not used. Items 0203
and 0204 bear the same descriptions as items 0003 and 0004 for the
second option period. The optional take down and removal, items 0004,
0104 and 0204 are independent and only one of them willbe ordered. The
rental period shall begin from the date of contractor completion of
delivery and set-up and Government acceptance of the facilities. Quotes
must be submitted on all items. The relocatable facilities shall be set
up and ready for occupancy 30 days after award of this contract. The
Contractor shall furnish the relocatable facilities, all parts,
equipment, materials, supplies and tools necessary for the performance
of the work of this contract. The relocatable facilities provided
shall meet B 2 occupancy standards for commercial coach building as
approved by the Department of Housing for the State of California, and
shall be clean and capable of remaining in good condition for the term
of this contract. The relocatable facilities shall be approximately 160
square feet [8' X 20'], and shall be set up on location and according
to appropriate codes and regulations. The relocatable facilities, at
the site, shall comply with the Uniform Building Code seismic, wind,
and static loading requirements forthe occupancy indicated. The
relocatable facilities shall be neutral in color, i.e. white, beige,
tan or light grey siding with contrasting trim color. STAIRS AND
LANDING. Provide and install the required minimum size of landing and
stairs. The stairs and landing shall be rigidly constructed and coated
with a non-skid surface; have handrails, guardrails and meet all
applicable requirements of the Uniform Building Code. WINDOWS. Provide
four (4) sliding windows with screens. Windows shall be 46" X 39" (or
comparable) bronze aluminum frames and evenly spaced in exterior
walls. WINDOW COVERINGS. Window covering shall be white mini- blinds.
DOORS. Provide one (1) exterior metal clad door with deadbolt and
hydraulic closer. Doors shall meet applicable requirements of NFPA 101.
WALLS. All interior walls shall have 1/4" prefinished wood paneling.
FLOOR COVERING. Provide 1/8" commercial grade (neutral color) vinyl
floor covering throughout. ELECTRICAL WIRING AND EQUIPMENT. Comply with
the requirements of NFPA 70, the California State electrical Safety
Code, and the following requirements: (1) PANELBOARD: Circuit breaker
type for connection to 60 amp single phase, 120 volt feeder. Extend
service connections through exterior of trailer and bring together in
one location ready for service connection. Provide riser with weather
head approximately 3 feet above top of trailer with 5 feet of copper
wire for connection). The Government will make service connection. (2)
RECEPTACLES: Provide at a minimum four (4) each, 120 VAC, NEMA 5-20R,
duplex 20A 3-wire grounding type convenience receptacles spaced in
accordance with applicable codes. (3) LIGHTING: Diffused fluorescent
lighting. HEATING AND AIR CONDITIONING SYSTEM Provide electric heating
and air conditioning units thermostatically controlled and capable of
maintaining interior temperature above 65o F. when outside temperature
is 40o F and below 650 F. when outside temperature is 100o F. Normal
office occupancy and heat generating equipment shall be considered when
sizing equipment and maintaining interior temperature. TELEPHONE
OUTLETS Provide and install (4) wired telephone jacks adjacent to
electrical outlets. Boxes shall be flush mounted with conduit stubbed
6" below the trailer floor at each location. Need to provide 2" ADP
penetration at four (4) locations adjacent to electrical outlets. TAKE
DOWN AND REMOVAL. Take down and removal of the relocatable facilities
shall occur within 10 working days after the contract has expired. The
Contractor shall notify the Contracting Officer in writing prior to the
first day of the take-down and removal process to arrange for a joint
inspection to identify any damages or discrepancies. CONTRACTOR
AVAILABILITY The Contractor shall be available at all times while work
is being performed on this contract. Telephone calls to the contract
superintendent shall be responded to within 60 minutes. WORK SCHEDULE
The schedule shall list the start date and time and the estimated time
of completion. The work schedule shall be submitted to the Contracting
Officer for approval at the pre-performance meeting. Once approved, all
work shall be performed in strict compliance with the work schedule to
facilitate the Government's inspection of the work. Changes to the
work schedule shall be submitted for the Contracting Officer's approval
at least three working days prior to performance. PRE-PERFORMANCE
CONFERENCE: A Pre-performance conference will be held within 3 days
prior to the Contractor beginning work to discuss the general terms of
the contract. The Government will not be liable to the contractor for
any damage attributable to reasonable wear and tear. Additional
information not having a bearing on the price of quotations will be
provided with the offer of award to the potential awardee, including
area maps, office location and Government points of contact. The
provision at FAR 52.212-1, Instructions to Offerors -- Commercial
Items, applies to this acquisition. Offerors should submit a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications -- Commercial Items, with its offer. The clauses at FAR
52.212-4, Contract Terms and Conditions -- Commercial Items and FAR
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items apply to this acquisition and
will form a part of any resulting contract. FAC 5252.217-9301, Option
to Extend the Term of the Contract -- Services (JUN 1994) a. The
Government may extend the term of this contract for a term of one to
twelve months by written notice to the contractor within the
performance period specified in the Schedule; provided that the
Government shall give to the contractor a preliminary notice of its
intent to extend before the contract expires. The preliminary notice
does not commit the Government to an extension. b. If the Government
exercises this option, the extended contract shall be considered to
include this option provision. c. The total duration of this contract,
including the exercise of any options under this clause, shall not
exceed 36 months. Offers are due no later than 4:00 P.M. Local Time,
