Z -- PRE-QUALIFICATION OF PROSPECTIVE CONSTRUCTION CONTRACTORS FOR VARIOUS FACILITY RENOVATION PROJECTS IN GERMANY SOL S-FBOAD-97-R-0052 DUE 040797 POC Ralph Sutherland, (703) 875-6279 or facsimile, 875-6292. The U.S. Department of State, Office of Foreign Buildings Operations, is seeking to pre-qualify prospective construction contractors for building renovations relative to the relocation of the U.S. Embassy from Bonn to Berlin, Germany and the establishment of a regional support center in Frankfurt, Germany. Potential projects include, but are not limited to, the renovation of up to 84 existing residences in Berlin; renovation of office buildings and warehouse, shop and maintenance facilities in Berlin; and renovation of one or more office buildings to establish a regional support center in Frankfurt. The estimated construction cost ranges (expressed in U.S. dollars) for these projects are: (a) Berlin housing, $2,000,000.00 to $10,000,000.00; (b) Berlin office facilities, $500,000.00 to $3,500,000.00; (c) Berlin warehouse, shop and maintenance facilities, $1,000,000.00 to $5,000,000.00; and (d) Frankfurt Regional Support Center, $500,000.00 to $1,000,000.00. One or more contracts for each project are envisioned. The type of contract contemplated for each project is fixed-price. The successful contractors are not required to have security clearances for these projects. The estimated start of construction for the first of the projects is Fall 1997. The projects will be designed in metric units and construction documents will specify DIN standards in German and English. Prospective contractors must meet the following pre-qualification criteria, and provide details of their qualifications in writing (ENGLISH ONLY), in order to receive the solicitations: (1) Show successful and satisfactory completion of projects, similar in complexity and type, with at least two construction projects within each of the cost ranges listed in (a) through (d) above; (2) Show a minimum of five years of successful construction experience on similar projects outside the North American Continent with preference for those performed in Germany; (3) Provide data showing financial capability of performing the work; (4) Show ability to provide full performance and payment bonds or bank letters of guaranty in a form acceptable to the U.S. Government; (5) Demonstrate satisfactory performance on similar projects where facilities were inhabitated while renovations were taking place; and (6) Show specialized experience and technical competence in facility renovation projects involving multiple disciplines, e.g., architectural, mechanical, structural, electrical, and physical security in office buildings, family residences, warehouse, shop, and maintenance facilities. To support the pre-qualification criteria above, prospective contractors are to demonstrate satisfactory performance on all contracts performed during the last three years for the U.S. Government, if any.
