acquisition, succeeding RFI announcement PSA#1768, published 24 January
1997. It is the Navy's intent to issue a formal request for proposals
to buy three aircraft, associated initial training, data, and
provisions for logistics support, to replace three of its existing DC-9
aircraft. The aircraft will be utilized for the Navy Unique Fleet
Essential Airlift (NUFEA) mission. The NUFEA Replacement Aircraft
(NUFEA-RA) will be State-of-the-Art, Federal Aviation Administration
(FAA) certified, cargo/transport aircraft modified with some Navy
required avionics/navigation systems. The NUFEA-RA must be certified in
accordance with Federal Aviation Regulation (FAR) Parts 25, 34, and 36.
The Navy will offer three DC-9 aircraft as a trade-in/exchange. The
NUFEA-RA aircraft must be able to meet the current capabilities of the
Navy's C-9B aircraft. Specific minimum aircraft operational
performance requirements, some of which exceed the current Navy C-9B
capabilities, include: range of 3,400 Nautical Miles (NM) with 5,000
pounds of cargo and comply with FAR Parts 91, 121, and 135 Over-water
fuel requirements and Extended Two-engine Overwater Performance
Standards (ETOPS); operate from an airport with density altitiude of
7,000 feet with 20,000 pounds of cargo; a flight cruise speed of .75
Indicated Mach Number (IMN); carry 100 passengers and four crew members
(excluding cockpit crew) in all-passenger configuration; carry eight
(8) Department of Defense (DoD) standard 463L/HCU-6/E cargo pallets in
the all cargo configuration; support a combination passenger/cargo
configuration (all configurations must be FAA certified); two-pilot
cockpit with flight management system (FMS); overhead storage bins;
main cabin cargo door minimum dimensions to accommodate air cargo lift
presently supported by C-9Bs. In addition the NUFEA-RA require the
following avionics, navigation, communications, and flight safety
systems: Dual integrated FMS with integrated Inertial, Global
Positioning System (GPS), and VOR/ILS systems to be compatible with
International Civil Aviation Organization (ICAO) Future Air Navigation
System ((FANS)II and Reduced Vertical Separation Minimums (RVSM)
requirements and precision approaches to Category IIIb); provisions for
Heads-Up Display; TACAN (non-integrated acceptable); Ground Proximity
Warning System (GPWS); Digital Radar with predictive windshear and
displayed on both cockpit HSI displays; Aircraft Communications
Addressing Reporting System (ACARS); HF radio for world-wide Command
and Control communications with SelCall capability; an ARC-210 VHF/UHF
radio; single UHF satellite communications radio (SATCOM); an APX-100
IFF/SIF transponder; Traffic Collison Avoidance System (TCAS) II;
Cockpit Voice Recorder (CVR); Flight Data Recorder (FDR); and Emergency
Locator transmitter. The Navy intends to release the Request For
Proposals (RFP)(SF1449 Commercial Items) via the Internet. Requests for
RFPs may be sent via E-mail to GUARNEROJJ.JFK@NAVAIR.NAVY.MIL with
return Internet and mailing address, or written requests may be sent to
the address above, ATTN AIR-2.5.3.5.1 or facsimile to (703) 604-2968.
The RFP will be available on the Internet in a MSWORD 6.0 format on the
World Wide Web (WWW) NAVAIR home page. Offerors that have requested a
copy of the RFP will be notified via E-mail when it is released. The
WWW address or URL for the NAVAIR home page is:
http://www.navair.navy.mil. Final RFP release is anticipated near the
end of April 1997 with contract award by mid June 1997. Prior to final
RFP release, a pre-solicitation conference is scheduled for Thursday,
3 April 1997 at NAVAIR Crystal City. The Navy intends to distribute a
draft solicitation (minus evaluation criteria) before the conference.
Additionally, following the completion of the conference, attendees
will have the opportunity to have a separate and exclusive 30 minute
meeting with the Navy to address concerns, etc. ANYONE INTERESTED IN
ATTENDING THE CONFERENCE MUST NOTIFY THE ABOVE P.O.C. BY FRIDAY, 21
MARCH 1997 USING THE PROCEDURES ABOVE. Offerors need not send separate
RFP and pre-solicitation conference requests. Details of the
conference time and location will be distributed to those expressing an
interest in attending the conference. Each entity attending the
pre-solicitation conference shall be limited to 3 attendees. -- NAVAIR
