CBD on 97 Jan 22 will not be awarded using IFB (Sealed Bidding)
procedures IAW the Federal Acquisition Regulation Subpart 14. The award
will be made IAW the procedures written in FAR Subpart 13, Simplified
Acquisition Procedures. Vandenberg AFB is interested in obtaining three
internal rescue hoists for installation and operation on Air Force
UH-1N helicopters (NSN 1680-01-058-3671; Lucas Aerospace Cargo Systems
Part # 42305R1). This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in the Federal
Acquisition Regulation Subpart 12.6, as supplemented with additional
information in this notice. This announcement constitutes the only
solicitation; quotes are being requested and a written solicitation
will not be issued. The solicitation number for this
synopsis/solicitation request for quote is F04684-97T-3963 (this has
been changed from 97B-0007), and a Request For Quote is hereby issued.
The solicitation document and the provisions incorporated into it are
those in effect through Federal Acquisition Circular 90-45. The
solicitation is not set aside for any class of business concerns and
the Standard Industrial Classification Code is 3536. Specifications are
as follows: Hoist, Internal Rescue, electronically powered from
helicopter; 260 foot cable, 600 pound rated load; lift speed at rated
load is 125 feet per minute (250 feet per minute at 300 pounds);
single-man operability. Quantity: 3 each. Delivery shall be made 30
days after the award of the contract, FOB Destination, to Receiving,
Bldg 5500, Bay A, Vandenberg Air Force Base, California. The provisions
of FAR 52.212-1 "Instructions to Offerors -- Commercial", and 52.212-2
"Evaluation -- Commercial Items" apply to this acquisition (the
criteria for paragraph (a) of 52.212-2 is as follows: (1) does the
proposed equal item and provided descriptive literature meet the
Government's minimum requirements?, and (2) does the contractor provide
past performance that show that they are capable of delivering the
helicopter hoists?). Offerors must submit with their quotes a completed
copy of the provision at 52.213-3 "Offeror Representations and
Certifications -- Commercial Items". The clause at FAR 52.212-4
"Contract Terms and Conditions -- Commercial Items" applies to this
acquisition. The clauses listed at FAR 52.212-5 "Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items" which apply to this acquisition are: 52.203-10 "Price
or Fee Adjustment for Illegal or Improper Activity", 52.203-6
"Restrictions on Subcontractor Sales to the Government, with Alternate
I", 52.219-8 "Utilization of Small Business Concerns and Small
Disadvantaged Business Concerns", 52.222-26 "Equal Opportunity",
52.222-35 "Affirmative Action for Special Disabled and Vietnam Era
Veterans", 52.222-36 "Affirmative Action for Handicapped Workers",
52.222-37 "Employment Reports on Special Disabled Veterans and Veterans
of the Vietnam Era", 52.225-3 "Buy American Act -- Supplies", 52.225-9
"Buy American Act -- Trade Agreements Act-Balance of Payments
Program", and 52.233-3 "Protest After Award". Quotations must be
received at the 30th Contracting Squadron, Commodities Flight (30
CONS/LGCSB), Building 7015, Section 2D, 806 13th St, Suite 2,
Vandenberg AFB, CA 93437-5226, no later than 4:00 PM on Monday, 97 Mar
31. All letters or packages containing quotes must be sent to the
attention of Marc Kreienbrink, and should clearly state on the exterior
of the package "RFQ # 97T3963". Each offeror shall sign her/his quote
(an original signature is required on the quotation). Each quoting firm
shall (1) show the unit price, including unless otherwise specified,
packaging, packing, and preservation, and (2) include the extended
price for total quantity; in the case of a discrepancy between the unit
and extended prices, the unit price will be presumed to be correct. If
quoting and equal item, quotes must include adequate descriptive
material to determine whether the proposed item will meet the technical
requirements specified herein. Offerors must make an affirmative
statement in their signed quote that (1) their quote is valid for 60
days from the date of their quote and (2) delivery will be accomplished
within 30 days after the award of the contract award. For information
