for commercial items prepared in accordance with the format in Subpart
12.6 of the Federal Acquisition Regulation (FAR), as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number is
1PI-B-1986-97 is issued as an invitation to bid (IFB). This
solicitation incorporates provisions and clauses in effect through
Federal Acquisition Circular 90-43. The purchase is for an automatic
edgebander with line control. The specifications are: Automatic height
adjustment of all work stations when upper pressure beam adjusted.
Control panel located at machine infeed for optimum convenience.
Integrated electronic line control system for control of various
working functions and diagnostic assistance. No limit switches used for
setting operating units. Sliding fence for ends of narrow workpieces
down to 3". Signal lightat workpiece infeed to insure proper spacing
and error reduction at band infeed. Reversible rotation of glue
application roller. Retractable glue roller. Double motor end trimming
unit with straight and chamfer capability. Chamfer up to 15 degrees.
Pneumatic indexing from control console with double pneumatics. Top and
bottom fine trimming unit with digital "quickset" system. Electronic
frequency changer for all trimming motors which also incorporates
electronic motor brakes. Electrical components according to UL/CSA
listings. Technical specifications: Edgeband thickness = 0.4-20mm
(0.016"-25/32"); Edgeband height = 12-6mm (1/2"-2 3/8"); Panel length
minimum = 160mm (6 3/8"); Panel width minimum = 65mm (2 1/2"); Panel
thickness minimum = 10mm (3/8"); Panel thickness maximum = 55mm (2
3/16"); Feed speed = 18mm/min (59fpm); Feed motor = 2.2kw (3hp);
Pressure section = first driven -- four roller idl; End trim unit --
two motors = 0.75kw (1hp), cutting speed 14,400 rpm, straight cut
capacity max. 10X50mm (25/64"X2") 20X40mm (25/32"X1 9/16"); Fine
trimming unit = 1.5kw (1hp), tilting range 0-25 degrees, cutter speed
14,400rpm; Machine length = 6050mm (19' 10"); Machine width = 1650mm
(65"); Working height = 850mm (33 1/2"). Amperage: 60 amps @ 208/230
volts, 30 amps @ 440/480 volts. Total power required: 18kw. Electronic
frequency changer: 5.5kw. Electronic connection: 208/230 or 440/480
volts, 3 phase, 60hz. Dust extraction: 1 @ 180mm (7"), 1600cfm.
Compressed air connection: 0.18 cfm per panel, 7 bar (100psi).
Automatic magazine for strip and coil feeding: large coil table (800mm
diameter) with built in rollers to allow for 3mm pvc coils, edgestrip
capacity from 0.4mm to 20mm (0.16"-3/4"), direction of glue roller
reversible, strengthened precutter for cutting thick pvc edges.
Quickmelt gluing system: large granulate hopper with automatic glue
feed system, premelting unit between hopper and glue roller, quick
change glue tank for easy maintenance, glue temperature indication of
both premelter, infrared rediant glue heat zone control for optimum
gluing strength. Sound cover: equipped with one independent opening,
sound padding 1" thick covering doors, upper and end panels of hood,
safety interlock system when sound enclosure door is opened,
corresponding work station shuts off. Open space for universal trimming
unit. Open space for scraping unit with knives. Top and bottom
oscillating buffing unit, 2 cloth buffing wheels included. Once the
machine is in the "ready to run" state and the necessary services have
been provided. The field service representative will test run, adjust
as necessary, demonstrate, and instruct personnel who are selected to
operate and maintain the machine. The field service representative
will review the safety precautions, as well as, documentation supplied
for this equipment. Shipping, installation, and set-up to the "ready
to run" state will be included in the price. Please note that delivery,
inspection, and acceptance will occur at the FOB point: United States
Penitentiary Leavenworth, 1300 Metropolitan Ave., Leavenworth, Kansas
66048, not later than 45 days after the receipt of the contract. FAR
Provision 52.212-1 applies to this acquisition. Bidders shall submit a
signed and dated bid to UNICOR, Federal Prison Industries (FPI), ATTN:
Bid Custodian, at the address below. Bids may be submitted on Standard
Form (SF) 1449 or letterhead stationery and must indicate the
solicitation number, bid opening date and time, name, address, and
telephone number of the bidder. This will be a firm-fixed price
contract. The contracting officer will make award in accordance with
FAR Provision 52.214-10, Contract Award -- Sealed Bidding. Award will
be made without discussions to the responsive/responsible bidder whose
bid, conforming to this solicitation will be most advantageous to the
Government, considering price, and price related factors. The
Government will not evaluate for multiple awards. Bidders must hold bid
prices firm for not less than 30 days from the bid opening date.
Offerors are advised to include a completed copy of Provision 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
your offer. Any bid that fails to furnish the required representations,
and certifications, or which rejects or changes any terms and
conditions, may be rejected and excluded from consideration. A written
notice of award shall result in a binding contract without any further
action by either party. The documents cited in this solicitation may be
obtained by written or faxed request (202 305-7363). The clause at
52.212-4, Contract Terms and Conditions -- Commercial Items, applies to
this purchase. The clause at 52.212-5, Contract Terms and Conditions

applies to this purchase. Bids are due not later than 3/26/97, 2pm ET,
