posted March 10, 1997. The specifications and delivery time have been
revised. This synopsis supersedes the previous notice in it's
entirety. This is a COMBINED SYNOPSIS / SOLICITATION for a commercial
item, prepared in accordance with the format in the Federal Acquisition
Regulation (FAR) Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; Offers are being requested in response to this
notice. A written solicitation will NOT be issued. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 90-45. This requirement is
100% set-aside for small business. The applicable Standard Industrial
Classification Code is 3357 and the small business size standard is
1,000 employees. The Western Area Power Administration intends to
procure, on a fixed price basis, 600 volt insulated control cable as
follows: CLIN #001: 5/c-10 control cable, 15 reels, 3,000 feet of cable
per reel; delivered FOB destination to Huron Substation, Huron, SD.
CLIN #002: 12/c-10 control cable, 17 reels, 2,500 feet of cable per
reel, delivered FOB destination to Huron Substation, Huron SD. CLIN
#003: 5/c-10 control cable, 1 reel, 3,000 feet of cable per reel,
delivered FOB destination to Watertown Field Office, Watertown SD; CLIN
#004: 5/c-10 control cable, 1 reel, 2,500 feet of cable per reel,
delivered FOB destination to Watertown Field Office, Watertown SD; CLIN
#005: 12/c-10 control cable, 1 reel, 2,500 feet of cable per reel,
delivered FOB destination to Watertown Field Office, Watertown SD.
Specifications for 600-volt 5/c-10 AWG and 12/c-10 AWG Insulated
Control Cable: 1. TECHNICAL REQUIREMENTS: The 5/c-10 AWG and 12/c-10
AWG control cable shall:A. Be in accordance with National Electrical
Code (NEC) and NEMA WC Publications as specified. B. Be furnished with
a certification of date of manufacture. Cable which was manufactured
more than two years ago is not acceptable. C. Be round. D. Have Class
B or Class C copper conductor. E. Have American Wire Gage designation.
F. Have coverings or insulation suitable for installation in vertical
position without injury to the covering or deformation of the
insulation when supported in accordance with NEC Article 300-19. G. Be
suitable for installation in trays, direct burial, and general use. H.
Have individual conductors that: (a) Are insulated with NEC Type XHHW
insulation, with minimum thickness of 30 mils (0.76 mm). (b) Are No. 10
AWG. (c) Are color coded* as follows: 5/c-10 AWG cable 1. Black; 2.
White; 3. Red; 4. Green; 5. Orange. 12/c-10 AWG cable 1. Black; 2.
White; 3. Red; 4. Green; 5. Orange, 6. Blue, 7. White with Black
Tracer; 8. Red with Black Tracer; 9. Green with Black Tracer; 10.
Orange with Black Tracer; 11. Blue with Black Tracer; 12. Black with
White Tracer. *Actual base and tracer colors shall be used. Printed
conductor numbers or color designations are not acceptable. I. Have
binder tape or jacket covering. J. Have a protective metal shield:
Copper braid consisting of 24 groups of 6 or 7 No. 30 AWG wires per
group, or the equivalent in total circular mil area, and shall provide
a minimum coverage of 85 percent. (Example, each No. 30 AWG wire has
an area of 100.5 circular mils and 6 strands of the wire in 24 groups
to give a total area of 14,472 circular mils). K. An overall covering
(jacket) of thermoplastic or neoprene:The overall covering of 5/c No.
10 AWG cable shall be 60 mils (1.52 mm) thick, minimum. The overall
covering of 12/c No. 10 AWG cable shall be 80 mils (2.03 mm) thick,
minimum. 2. CABLE DATA FOR RECORD PURPOSES: The Vendor shall furnish
one copy of manufacturer's data which completely identifies all cable
to be furnished. A. Data submitted for shielded cable shall include
manufacturer's certification that cable conforms to requirements of
these specifications and gives the number of groups, number of wires
per group, and sizes of wires used to meet the 14,472 circular mil area
requirement for braid type shielding. B.All individual wire and cable
shall be subject to tests at the factory, by and at the expense of the
Vendor, in accordance with the requirements and recommendations of
Part 6 of NEMA Publication No. WC 5. No materials shall be shipped
until all tests have been made. Acceptance of material shall in no way
relieve the Vendor of the responsibility for furnishing material
meeting the requirements of these specifications. Certified test
reports of electrical tests shall be forwarded to: Western Area Power
Administration, 200 Fourth Street SW, Huron, SD 57350, Attention:
B5340, within one (1) week after shipment of the cable is made. 3.
RIGHT TO OPERATE AND USE UNSATISFACTORY MATERIALS OR EQUIPMENT: If,
after installation, the operation or use of the materials or equipment
provides to be unsatisfactory to the contracting officer, the
Government shall have the right to operate or use such materials or
equipment until correction of defects, errors, or omissions by repair
or by partial or complete replacement can be made without interfering
with Government operations. Unless otherwise agreed upon in advance,
the period of such operation or use, pending correction of defects,
will not exceed one year. 4. PACKAGING AND SHIPPING: The control cable
shall be furnished on nonreturnable cable reels, with nonreturnable
lagging, which are suitably designed with strong flanges of sufficient
diameter to protect the cable from damage during shipment and storage.
The cable shall be furnished in continuous (nonspliced) lengths as
specified in the request for quotations. Exact quantities specified are
desired; however, variance due to packing or allowance in manufacturing
processes will be accepted and paid for at the applicable unit price;
provided, that any such variance does not exceed 10 percent of the
quantity stated. Delivery date: August 1, 1997. Offerors will provide
both unit (per foot) and extended prices for each CLIN identified in
this notice.Offerors will also submit information concerning their
standard commercial warranty of the product offered. PROVISIONS AND

1996) -- offerors shall include a completed copy of this provision with

to Implement Statutes or Executive Orders -- Commercial Items (AUG
1996), for Paragraph (b) the following clauses apply: (1) (2) (3) (6)
