ANALYZER The Department of Veterans Affairs, Philadelphia VA Medical
Center, intends to award a Sole-Source contract to BioChem
ImmunoSystems, Inc. for the Labotech Automated Microplate Analyzer.
Basic features of the automated microplate analyzer must include the
following: Fully automated open system instrument for processing of EIA
microtiter assays; allows for use of many different tests by multiple
manufacturers with the ability to add new assays as they develop;
primary tube sampling and sample dilution which reduces the danger of
biohazards; instrument must be bi-directionally interfaced which allows
for the use of barcoded samples, minimizing potential for incorrect
patient testing; features an integrated quality control program
utilizing Levey-Jennings charts; test include but are not limited to:
Meridian Premier Cryptosporidium, Elias dsDNA Abs, Elias ANA Rheuma
Screen, Meridian Premier C. difficile, Zeus Lyme IgG/IgM, Elias M2 Abs,
MeridianPremier Giardia, Centocor Captis Syphillis-G, Zeus Measles IgG,
Elias TGAb, Elias TPO (microsomal) Abs, UBI HIV 1/2, Elias H. pyloric
Abs, Elias Cardiolipin Abs Screen and Zeus Toxoplasma IgG. All
responsible sources may submit written responses which include pricing,
GSA contract number (if applicable), descriptive literature of
alternative automated microplate analyzers in sufficient detail to
permit technical evaluation, and point of contact (Name and Telephone
No.). The automated microplate analyzer must include as a minimum, all
basic features listed and available for direct purchase and/or
cost-per-test agreement. This is not an invitation to bid, request for
proposal or quotation and is not to be construed as a commitment to
issue an IFB, RFP, or RFQ. No solicitation document exists. Information
received shall be considered solely for the purpose of determining
whether or not to conduct a competitive procurement. A determination by
the Government not to compete this requirement based on responses to
this notice is solely within the discretion of the Government. All
responses received will be fully considered by Philadelphia VA Medical
Center. If no affirmative response is received from another source, a
contract will be awarded to BioChem ImmunoSystems, Inc. See Numbered
