synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicictation number F44600-97-T1575.
This solicitation is issued as an Request for Quotation (RFQ). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. This procurement
is a 100% small business set-aside. SIC 3577 Size Standard 1000
employees. Description: Special Purpose Device to Dynamically test
electronic circuit card assemblies with the ability to generate
schematic diagrams. Diagnosis 4250 PinPoint system or equal. All "or
equal" submissions must submit along with quote a detail description of
quoted or equal item. Items shall have the ability to provide
diagnostics on virtually any digital or hybrid circuit, mux/bus,
boards. The ability to provide dynamic in circuit test capabilities.
Ability to perform schematic generation based on digital techniques
from its input. Tutorial instructions on system, provided with system,
to allow user learn its uses and techniques. Ability to identify
unmarked chips. Capability of peak-to-peak and frequency test ranges
that can be adjusted in a real time trouble-shooting environment.
Capability to display both component side and solder side of circuit
board. Capability to create a trouble-shooting flow chart, can visually
display test results and component information. Delivery shall be to 1
LG/LDQG, 180 E. Flightline Rd (BLDG 755), Langley AFB, VA 23665 not
later than 30 days after receipt of order. FOB point shall be
destination. The provision at 52.212-1, Instructions to
Offerors-Commercial, applies to this acquisition and includes no
addenda. Provision 52.212-2, Evaluation-Commercial Items shall be
included and the evaluation criteria shall be based on fair and
reasonableprice, technical acceptability, adherence to applicable
clauses, provisions, delivery schedule and satisfactory performance
record. All quotes shall include a completed copy of the provision at
52.212-3, Offer Representations and Certifications-Commercial Items.
This acquisition shall include the clause at 52.212-4, Contract Terms
and Conditions-Commercial Items. The clause at 52.212-5, Contract Terms
and Conditions Required To Implement Statutes or Executive
Orders-Commercial Items applies to this acquisition and shall make
