Contract Specialist, (904)283-1035 The objectives of this effort will
include the research and development (R&D) of technologies for
environmental risk management and environmental risk assessment for
site remediation, industrial hazardous waste reduction and destruction,
hazardous air pollutant control, and the fate and transport of
environmental contaminants derived from Air Force operations. Most of
the work will be performed using the laboratory facilities, equipment,
and materials of Armstrong Laboratory, Environics Directorate at
Tyndall Air Force Base, Florida. Personnel qualifications required to
perform these functions include scientific and engineering research,
development and technical expertise and experience in the following
areas: (1)Investigation, design, development, and validation of
technologies for the biological and/or chemical destruction of
industrial hazardous wastes; (2) Investigation, design,
development,testing and validation of biological and/or chemical
technologies for remediation of soils and ground and surface water
contaminated by chlorinated solvents and fuels with emphasis on in-situ
technologies; (3) Development of air pollution control devices for
reducing emissions of hazardous air pollutants; (4) Design and conduct
laboratory and field simulations to determine the environmental
reaction mechanisms, kinetics, and transport phenomena that govern the
behavior of hazardous materials with environmental media; (5)
Theoretical studies to model, evaluate, and predict the behavior and
fate of environmental pollutants in all natural media; (6) Investigate,
design, development and validation and testing of easy-to-use,
real-time, and accurate sensors and field detection systems for the
characterization, monitoring, and process controls of environmental
pollutants; (7) Engineering and scientific feasibility studies to
address critical system component design, performance, and limitations
of scale-up operations; (8) Economic and engineering analysis of waste
treatment and pollution control technologies to assess, evaluate, and
develop trade-offs for control strategies, waste disposal alternatives
and material recovery process; and (9) Technical recommendations in
performance reviews, studies, audits, evaluations and analyses. Areas
of acquisition support consist of, but are not limited to: (1) Assist
in translating DoD user requirements into performance criteria for
designing, developing, testing and evaluation of emerging technologies;
(2) Create, monitor and evaluate test plans, and participate in the
conduct of component testing; (3) Review and analyze equipment
proposals or contract modifications for operational feasibility,
compatibility, and cost effectiveness; (4) Witnessing or participating
in the conduct of tests, audits, and site visits; and (5) Apply
operational and administrative skills to review, comment upon, and
support technical adequacy, distribution and control of contract data
items. It is anticipated that the contract will be for a Base 12 month
period and four 12 month option periods. The successful offeror will
be required to establish a Direct Support Group (DSG) at Tyndall AFB
FL. Screening criteria as stated in the initial CBD synopsis of 1 Oct

1997. All interested parties are notified a preproposal conference and
