Command (NAVSEA) intends to issue orders on n multiple occasions over
the period of Basic Ordering Agreement N00024-97-G-6379 with Metron
Corporation, 11911 Freedom Drive, Suite 800, Reston, VA 22090-5603.
Orders will be issued for engineering services for 1) support of the
Competitive Evaluation Field Test (CEFT) as a member of the Government
and Industry Data Analysis Team for the Magic Lantern (ML) and ATD 111
Fly-Off Systems; and 2) other Airborne Mine Countermeasures (AMCM)
requirements that require Metron's support in the areas of performance
evaluation, analysis, and computer communications. Orders will be
issued pursuant to 10 U.S.C 2304 (c)(1). Metron Corporation has
supported Magic Lantern efforts in the past and is therefore, the only
company (outside of KAMAN Aerospace -- the ML manufacturer) which
possesses the technical knowledge required to satisfactorily support
the CEFT in its analysis of fly-off results as well as support other
AMCM requirements (i.e. investigate data from other aircraft types and
the effects of the ML on other systems). No other source has the
technical qualifications/knowledge to perform the work described
herein, nor will any other services satisfy the Navy's requirements.
