A -- RESEARCH AND DEVELOPMENT SOL N00024-97-R-6375 DUE 051297 POC Janel Hradecky, SEA 02631H, Contract Specialist, (703) 602-0951; Steve Caracciolo, SEA 02631, Contracting Officer, (703) 602-0951 The Naval Sea Systems Command (NAVSEA) intends to conduct a Technology Demonstration of mature and currently operating hardware systems (non-developmental items (NDI)), both domestic and foreign, that have the potential of being deployed from MH-53E helicopters to neutralize sea mines. These systems must also have the potential of being operated from other helicopters, including the H-60. The Navy will provide funding, not to exceed $150,000 per system, to assist sources with costs for transit, transportation, and technical support required to demonstrate their systems from a surface ship for ten test days at COASTSYSTA Panama City, Florida during first quarter fiscal year 1998. The following requirements are of major interest: (1) the operational purpose of the system is to transit to, re-locate, identify, and neutralize bottom, close-tethered, and moored sea mines previously located and classified by an independent minehunting system; (2) the act of neutralizing the mine will destroy the underwater mine neutralization vehicle; (3) the system must be compatible with the operational scenario of current MCM helicopters; (4) launch mechanisms and the potential for safe and arm devices are extremely important; (5) the data rate between console and neutralizer shall be sufficient to display real-time video; (6) the neutralizer system shall be capable of operating on available helicopter/ship's power which is 115 Vac, 3 phase, 15 Amperes and/or 28 Vdc, 15 Amperes; (7) it is desired that the system demonstrate the capability to withstand and maneuver in depths of at least 300 meters; (8) it is desired that the expendable neutralizer vehicle weigh less than 100 pounds. The Navy is soliciting responses from responsible sources who have the potential to fulfill the above listed requirements. Paper concepts or concepts ready for hardware fabrication do not comply. The full capabilities must meet the operational environmental conditions listed within Section 3.2 of the evaluation plan. Sources must provide information answering each topic listed within Sections 2.1.1.4 Assessment of System Supportability and 4.0 Data Collection and Analysis of the Technology Demonstration Evaluation Plan, and a best estimate of cost, not to exceed $150,000, to pay for transit and transportation and any support required to demonstrate their systems during the Technology Demonstration from a surface ship for ten test days at COASTSYSTA Panama City, Florida.
