OLEARYM@rcb.nci.nih.gov. The HIV/AIDS Malignancy Branch (HAMB),
Division of Clinical Sciences(DSC), National Cancer Institute, plans to
issue a contract with the Hospital for Sick Children(HSC), Washington
D.C. using other than full and open competition for A Minority
Adolescent HIV Research Project, Cost Sharing Contract: (Model for
Community Based Treatment and Prevention) The purpose of this contract
is to identify, engage, refer, and enroll adolescents in clinical
research trials of the HAMB and the NCI. The determination to use other
than full and open competition was made in accordance with 41 USC 253
(c) (1) and is based upon the following factors and accomplishments:
NCI, HAMB has selected HSC as the only responsible source based upon
(1)The presence of a comprehensive coordinated program of care for
HIV-infected adolescents which encompasses community based, accredited,
inpatient and outpatient facilitates in the District of Columbia with
direct care coordination and links to the clinical research program of
the HAMB,NCI, NIH; (2) HSC has the presence of required equipment,
extensive services and supports, materials and systems necessary to
support outreach and education efforts essential to engage the target
population in clinical trails; (3) HSC has the presence of required
computer network and linking systems with the HAMB, NCI, NIH which
provide symmetry of format, for the purposes of research data
transmission and evaluation. (4) It is necessary to continue with HSC's
services to prevent a significant cohort of research patients from
being lost to follow-up and subsequently resulting in the major loss of
research data. These services and systems were established under
predecessor contract NCI NO1 SC-47037. This contract is being solicited
as a Cost Sharing, Level of Effort contract with one base year and two
option years. During this contract period the contractor will assume
incremental financial responsibility with the alternate goal of fiscal
independence. Numbered Note 22 applies as follows: The proposed
contract action is for supplies or services for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within forty-five days (thirty days if award is
issued under an existing basic ordering agreement) after date of
publication of this synopsis will be considered by the Government. A
determination by the Government not to compete with this proposed
contract based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
