RELEASE OF SOLICITATION FOR THE WIRE AND CABLE (WAC) ACQUISITION: The
General Services Administration intends to issue a solicitation to
provide wire and cable services and support to federal agencies in the
contiguous United States of America, including Alaska, Hawaii, Guam,
Puerto Rico, and the U.S. Virgin Islands. The resulting contract will
be a non-mandatory use contract, i.e., the use of this contract will be
at an agency's discretion. Some of the services contemplated include:
provisioning of copper, fiber optic and multi-functional, inside and
outside plant wiring and hardware; engineering and design of
voice/data/video wiring and cable systems to include hardware and
electronics; outside conduit systems; hardware and software to support
fiber optic and multi-functional distribution systems; and management
and administration of cable plant, through software based systems, as
may be required on Delivery Orders to satisfy specific user agency
requirements. Multiple awards of identical scope requiring ubiquitous
vendor response are anticipated. The resulting award(s) will be made as
a fixed-price, indefinite delivery, indefinite quantity type
contract(s). The first three awards will be made irrespective of
business size, based on the most advantageous responsive and
responsible response to the RFP that is received. At least, one of any
subsequent award(s) will be made to a small business concern, if said
offeror submits an otherwise successful proposal. There will be a
separate evaluation for said small business concern(s), and proposal(s)
determined to provide best value to the Government may be awarded based
on that evaluation. However, the Government reserves the right not to
make any award that is not in the best interest of the Government. The
contract will provide for three base years with two one year renewal
options. All interested parties are invited to respond to the Request
for Proposals (RFP). The RFP may be retrieved at Internet address:
http://post.fts2k.gsa.gov. Instructions indicating how the RFP is to be
responded to will be issued with its release. In addition to on line
retrieval, the RFP will be available on 3.5 inch PC formatted diskettes
in Microsoft Word 6.0 version. The diskettes will be mailed to those on
the Bidders Mailing List. Interested parties who have previously
requested to be on said list, need not reapply. GSA will issue the
solicitation on or about 15 calendar days after the CBD publication of
