with other Agreement holders for site specific requirements throughout
the above listed states. A solicitation via quote/Request for Proposal
(RFP)/etc. containing site specific requirements will be issued to
obtain proposals and a competitive Communication Service Authorization
(CSA) will be awarded after applying low price, technically acceptable
proposal evaluation in accordance with FAR 15.6. Past performance will
also be evaluated using the performance-price trade-off (PPT)
procedures. Technical evaluation will consist of, but is not limited
to, an analysis of the following types of criteria: Inter-and-intra
LATA network agreements, network redundancy and survivability, method
of direct indial number growth within a prefix NNX that has been ported
from another switching system, and service availability statistics
