Social Security Administration is interested in receiving quotes for
the services of a qualified contractor to provide the necessary
supervision, labor and materials for the maintenance, testing and
repair of the Automated Mail Distribution System located at the Social
Security Administration, 1 Jamaica Center Plaza in Jamaica, N.Y. This
system is comprised of two metal vertical tracks which reach from
Lower Level 2 to the 11th floor. The tracks are located in the building
core, and are connected by a horizontal track in the ceiling of Lower
Level 1. There are two discharge stations on each floor. Mail is moved
along the tracks throughout the building by means of 160
individually-powered mail cars. The cars are guided by means of a
magnetic system, which reads the destination of the cars and routes
them accordingly. The system includes two control/monitoring stations,
relays, switches, power sources and a signaling buzzer system to alert
employees when any station is full and cannot receive cars. The major
components of the system are: (1) supervisory panel; (33) power
supplies; (1) track system; (25) building stations; (33) switches;
(160) mail cars; (1) vacuum car; and (1) monitor station. A technician
will be required to be on-site for 8-1/2 hours per day, Monday through
Friday excluding Federal holidays. The period of performance shall be
one year with four 1-year options. A firm-fixed-price purchase order
will be awarded, with an anticipated performance start date of June 1,
1997. A site visit to view the operation of the AMDS will be held at
the Jamaica facility on April 8, 1997 at 10:00 a.m. The acquisition
will be subject to Part 12 of the Federal Acquisition Regulation (FAR)
regarding the acquisition of Commercial Items, to FAR Part 13.6
regarding the Application of Special Simplified Procedures to Certain
Commercial Items, and to the principles of past performance evaluation
as covered by FAR 15.605. The Government will evaluate quotes for the
"best value" based on price, experience, and pastperformance. The
acquisition will also be subject to the conditions of the Service
Contract Act. Solicitation No. SSA-RFQ-97-3002 will be available on or
about April 1, 1997. The RFQ will be available for download in
electronic form on SSA's Internet Home Page at URL
