Department of Agriculture, Food and Consumer Service (FCS) plans to
solicit for multiple awards, an indefinite delivery/indefinite quantity
type contract. This contract will have a base year of effort with two
option periods of 12 months duration each. A maximum of three
contractors will be selected for award. Awardees will be required to
conduct analyses of program and policy issues pertaining to the Child
Nutrition Programs, particularly the National School Lunch Program,
School Breakfast Program, Child and Adult Care Food Program, Summer
Food Service Program, Homeless Children Nutrition Program, and State
Administrative Expense expenditures for these programs. Successful
completion of these analyses will require the awardees to utilize
extant data sources to analyze -- 1) the characteristics of children
participating in the Child Nutrition Programs, 2) the cost,
nutritional, and administrative aspects of the programs, 3) the current
and potential participation in these programs, and 4) the effects of
potential and actual program changes. In addition, FCS expects the
project will require the awardees to perform statistical and
qualitative analyses, data file development work, technical reviews and
revisions of other FCS studies, mathematical modeling of programs,
examinations of particular policy topics and small scale data
collections. Offerors proposing on this project must have or have
access to expertise from economists, nutritionists, computer
programmers (primarily those with database experience), individuals
with sound analytic skills, and individuals familiar with FCS programs
and the national child care market. It is anticipated that the RFP
will be issued on or about April 7, 1997. Award of this contract is
subject to the receipt of USDA departmental clearance and approval for
Advisory and Assistance services. All requests for this RFP must be in
