COMMERCE BUSINESS DAILY ISSUE OF MARCH 18,1997 PSA#1804DUAL USE APPLICATION PROGRAM This is a Special Notice. The US Army
Communications Electronics Command (CECOM) announces a program in the
area of Dual Use Science and Technology (S&T). This program is being
conducted in cooperation with DOD's Dual Use Application Program (DUAP)
managed by the Joint Dual Use Program Office (JDUPO). Information about
the DoD's DUAP program can be obtained from the DARPA DUAP homepage
http://www.darpa.mil/jdupo/index.html. CECOM seeks projects to create
and develop new product or process technologies which have potential
for both Army and commercial applications. If successfully developed,
the technology will have both Army relevance and sufficient potential
commercial applications to support a viable production base.
Congressional direction requires that at least 50% of the cost of the
project under this initiative be provided by industry. The remaining
cost of the project (50%) will be equally shared by the sponsoring
service and the DUAP. CECOM's envisioned contribution to the 25% of the
cost is approximately $8M. Proposals should include schedules and
budgets for a base term not to exceed 24 months. Costed options for an
additional period of up to 36 months may be submitted. The Government
may fund both base term and options from the present appropriation
depending on the content of the proposal, the availability of funds,
the fit with other programs and any other considerations necessary to
establish and maintain program coherence and balance. The Government
may also choose to condition the exercise of options on the
availability of future year appropriations or other funding sources.
There is no preset dollar range for individual proposals. There is no
guarantee that awards will be made in each of the identified topic
areas. The Government may award several proposals in a topic area
depending in part on the cost of individual proposals and available
funding. Topic areas which will be considered in this BAA are: 1.
SITUATION/INFORMATION VISUALIZATION; 2. C2 PROTECT FOR INFORMATION
OPERATIONS; 3. BATTERY FUEL CELL HYBRID; 4. SMART SENSORS FOR PUBLIC
SAFETY, MEDICAL DIAGNOSTIC TESTING, MILITARY TARGET ACQUISITION, AND
MISSILE SEEKERS; 5. DISTRIBUTED MULTIMEDIA DATABASE MANAGEMENT SYSTEMS;
6. NETWORKING AND PROTOCOL; 7. MODELING AND SIMULATION ANALYSIS OF
INTERNET TECHNOLOGIES; 8. PHOTONIC CONTROL SYSTEMS FOR PHASE ARRAY
ANTENNAS. For a more detailed description of these topic areas,
interested parties are encouraged to access Solicitation #
DAAB07-97-RD029 on the CECOM Electronic Bulletin Board(EBB). The CECOM
EBB is provided for electronic transmittal of Request for Proposals
(RFPs), Invitations for Bids (IFBs), and white paper requests from
Government to industry. All interested parties wishing to do business
are invited to access, operate, send and receive data from the CECOM
EBB system. To become a user of the EBB, you will need an
identification code and a password in addition to a computer terminal
equipped with the necessary hardware and software to interface with the
EBB system. A user's identification code and password will be issued
upon request along with instructions for downloading the EBB User's
Manual. All Requests must include (1) company name, (2) point(s) of
contact name(s) and title(s), (3) return address(es), and (4) telephone

in advance of the RFPs closing date. For further details, see the

Submission", dated June 6, 1996. This notice can be accessed in its
entirety also from the internet by clicking Business Opportunity on the
Acquisition Center homepage (internet address at
http://www.monmouth.army.mil/cecom/ac.html). Proposals that involve
either basic research or final product development beyond the stage of
product prototype or feasibility demonstration are outside the scope
of the competition and will not be acceptable. Readers should note that
this is an announcement to declare CECOM's intent to competitively fund
dual use technology projects and that no request for proposals,
solicitation or other announcement of this opportunity will be made.
This notice constitutes CECOM's BAA as contemplated by FAR 6.102(d)(2).
Small businesses and historically black colleges and universities
(HBCUs) and minority institutions (MIs) are encouraged to participate.
In any case in which the evaluation shows two or more proposals to be
substantially equal, preference for award will be given to those
proposals which include small businesses, HBCUs and MIs as participants
over those which do not. Teaming arrangements among companies are
encouraged when the result is a technically stronger proposal. Teaming
with a DOD or national laboratory may also be advantageous in many
instances. Due to limited funding, the Government reserves the right to
limit awards under any topic, and only proposals considered to be of
superior quality will be funded. Awards will be made using
non-procurement agreements, e.g., Cooperative Agreements and "Other
Transactions". Any interested company or institution is encouraged, but
not required, to submit a white paper synopsis of the planned dual use
S&T proposal including a rough cost estimate. White papers should
address the selection criteria wherever possible and must identify
which topic area it is being submitted under. The white paper should
not exceed five (5) pages and should be submitted anytime during but no
later than 28 Mar 97. The white paper must be delivered to the office
identified below. Those submitting white papers are encouraged to
continue to work on drafting a full proposal during the white paper
evaluation process. Following a CECOM technical review, the CECOM S&T
DUAP POC (Robert Sproat), will contact the white paper submitter on or
about 9 Apr 97 and provide feedback on the Army's level of interest in
the proposed project. Based upon the degree of encouragement received,
companies and institutions can better decide whether to continue the
preparation of full technical and cost proposals for the described
project. Offerors may submit full proposals without going through the
white paper process. This announcement for full proposals is open until
12:00 PM EDT 30 April 1997. Any interested offeror should send five (5)
copies of its technical and cost proposals and/or white papers to: US
