is seeking to award up to four contracts to university-based
transportation programs, training institutions, consulting firms and
others for development and delivery of four new courses in the area of
information technology applied to transit. These will be intensive 2
to 3 day long courses targeted primarily to professional staff and
management of transit agencies, but also toward staff at transportation
departments, metropolitan planning agencies, city and regional
governments and others involved in fields allied to transit. The
intention is to provide not only information about the state-of-the-art
and best practices, but to stimulate the ability for participants to
apply them to their own situation and to develop mature applications.
The proposed courses should be designed to recognize learning styles of
adults in ways that promote class interaction and participation,
drawing on participants' knowledge. Case studies and problem solving
are anticipated to be a significant portion of each course.The ideal
course developer will have both an effective teaching methodology and
be active in research and development or deployment within this fast
moving field. Tentative titles of the proposed courses are: 1)
Intelligent Transportation Systems and Subsystems for Transit: an
Overview; 2) Using Information-based Strategies to Improve Transit
System Performance; 3) Integrating Transit and Highway Application of
Advanced Information Technologies; and 4) Using Information
Technologies to Reinvent Transit Services: Coordinating and Combining
Transit and Paratransit and Creating New Services. Each contract will
require a list of source materials, participant manual, presentation
aids, instructor's guide, and proposed evaluation tool. After a pilot
delivery and any required revisions, up to 8 additional deliveries will
be made per year for two years with an option for a third year. To
obtain a copy of the complete RFP, send a written request on
organization letterhead to the address above. Faxed requests will be
accepted; telephone requests are not acceptable. All proposers must
request an original RFP in order to be eligible to submit a proposal.
RFPs will be mailed first class by Rutgers University's procurement and
contracting office in late March. RFPs will not be faxed or express
mailed. Deadline for receipt of proposals is May 7, 1997. Requests for
the RFP will be honored until April 28. Disadvantaged Business
