(757)322-8258 The work includes interconnecting crane rail systems on
piers 3, 4, 5, & 6 including reinforced, cast-in-place concrete crane
rail girders and gage beams supported on precast concrete piles,
relocation of existing railroad tracks, utility relocations, paving and
related site work. Also included is a oily waste/waste oil (OW/WO)
transfer system (ship to shore connection) serving Berths 22 to 43 and
Drydock 8. Work includes OW/WO piping (both gravity and force mains);
pier pumping stations, a collection/transfer main pumping station,
flow equalization tanks, pretreatment facility, discharge pumping
station and piping, utility relocations; paving; and related site work
at the Norfolk Naval Shipyard, Portsmouth, Virginia. This is a Request
for Proposals (RFP) for a Cost Plus Award Fee (CPAF) contract and
requires the submission of technical and price proposals. The technical
criteria consists of (1) Prime Contractor's Past Performance; (2) Prime
Contractor's Corporate Experience, including past experience, key
personnel, and cost control experience; (3) Major Subcontractor's
Corporate Experience and Past Performance; (4) Workplan, Schedule,
Contractor Quality Control and Safety; and (5) Support for Small
Business, Small Disadvantaged Business, and Women Owned Small Business
Program. This RFP also includes three (3) options: (1) OW/WO work
(identified in above description of work); (2) Providing a Spur at Pier
3; and (3) Providing a Spur at Pier 6. In addition to the priced
options, there are two (2) unpriced phases of work: (1) Relieving
Platform Repairs with a cost range of $1,000,000 to $5,000,000; and (2)
Waterfront Improvements with a cost range greater than $10,000,000. The
approximate Solicitation Release Date is 22 April 1997. A charge will
be made each set of specifications, half-size plans and full-size
plans. The cost is $65.00 for each half-size set and $335.00 for each
full-size set. This price includes priority mail postage. These sets
will be made available upon receipt of a written request, and a
non-refundable check or money order made payable to the U.S. Treasury.
