Troia/02423 703/602-0201 The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Litton Systems Inc., Data Systems Division, 6608 Sun Scope Drive, Ocean Springs, Mississippi 39564. The proposed procurement is for engineering and support services to create hardware interfaces and device drivers between the AN/SSQ-91(V) Combat Simulation Test System (CSTS) LK-11/4A, Radar Stimulator nodes, and the AN/USQ-T46(V) Battle Force Tactical Training (BFTT) System. These modifications and upgrades will be performed on multiple shore installations as well as for the system concurrently being developed for the LHD 7 (under construction), with field upgrade packages to be developed for all remaining ships of the LHD 1 class. The proposed acquisition will include three (3) options: 1) for additional engineering and support services in support of interface creation and compatibility assurance between the AN/SSQ-91(V) CSTS LK-11/4A node, the AN/USQ-T46(V) BFTT and the AN/SPN-46 Radar Stimulator; 2) for additional engineering and support services in support of interface creation and compatibility assurance between the AN/SSQ-91(V) CSTS, Identification Friend or Foe (IFF) and Ownship Environment Simulator (OES) nodes and the AN/USQ-T46(V) BFTT; and 3) for additional engineering and support services in support of interface creation and compatibility assurance between the AN/SSQ-91(V) CSTS, Electronic Warfare (EW), Data Storage and Recording (DRS) and Data Acquisition Module (DAM) and the AN/USQ-T46(V) BFTT along with associated technical data and manuals.-Litton Systems Inc. is the original equipment manufacturer (OEM) and the only supplier of the AN/SSQ-91(V) Combat Simulation Test System (CSTS) since its inception in 1983. As such, it is the only company with the systems knowledge and technical expertise capable of providing the equipment upgrades, interfaces, engineering and support services required by the Navy within the critical time constraint dictated by OPNAV and the BFTT Operational Requirements Document (ORD), imposing requirements for CSTS/BFTT compatibility necessary to support battlegroup readiness training operations scheduled for September 1997.
