The Air Force Flight Test Center (AFFTC) intends to negotiate a sole source contract with Acroamatics, Inc. to provide for Telemetry Data Preprocessors (TDP) and related on- and off-site technical services to support the Test Instrumentation Management System (TIMS) and the Advance Airborne Instrumentation System (AATIS).. TDP hardware includes Pulse Code Modulation (PCM) decommutation units and a substantial variety of equipment/components related to these units. The TDPs must accept up to four 15 Mbit PCM streams; provide an internal simulator; allow individual parameter characteristic definition (MSB, length, data type, etc.); provide highspeed processing algorithms, ADC inputs, and DAC outputs; handle asynchronous/embedded PCM streams; provide local and remote (host) setup and control; and be supported by user friendly software setup tools written in C for porting to and integration with Data General host processors. Technical support services include systems analyst support, corrective maintenanceof hardware, small-scale custom enhancements to the existing software, and training. The AFFTC has been acquiring TDP units from Acroamatics, Inc., 70 S. Kellogg Ave., Geleta, CA since August 1990 under Contract F04611-90-D-0084, which was awarded under full and open competition. The TIMS and associated software have been developed since that time with the Acroamatics TDP functioning as the front end decom system. A firm-fixed-price requirements contract is contemplated to include a basic contract period of two years from the date of contract award with three additional one-year option periods. This requirement was previously synopsized as a sources sought synopsis on 23 February 1996 and as a contract action synopsis on 5 June 1996. Under the authority of 10 U.S.C. 2304(c)(1), pursuant to FAR 6.302-1, the AFFTC intends to negotiate a sole source contract with Acroamatics, Inc. due to the time and cost that would be incurred by another contractor to develop and integrate their products to replace the proprietary products which are highly integrated with the existing system.
