This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ) and the RFQ number is 114-0032-7. This solicitation document incorporates provisions and clauses effective through Federal Acquisition Circular 90-45. The Standard Industrial Classification Code is 3669. The small business size standard is 750 employees. A) Scheduled: Contract Line Item Number 001 is a MXADM Addressable master card, Spectronic part number 91-100-86 or 100% system compatible equal. Minimum salient characteristics are as follows: Micro-processor based, provides distributed intelligence and addressable zone or device capability for the MX system. Each MXADM continuously scans up to 63 small Specnet V input/output ADS slave modules for a maximum of 256 slave points (master slave points) per MXADM. Communications and power are provided to the ADS modules over one or two dual purpose loops per MXADM, 3 amps per loop. One or more 624 IH Intelligent Control Cards may be installed on the loop. Each MXADM contains non-volatile memory for user defined text, buzzer functions, and defined control by event operation. All programing functions are performed from the MXT keyboard. Quantity is 12 Each. Contract Line Item Number 002 is a 624/IH Multiplex Intelligent Control Card, Spectronic part number 91-198-90 or 100% system compatible equal. Minimum salient characteristics are as follows: Each 624/IH card is used to control from 1 to 99 series 500 analog devices. IH cards manage communications between the devices and the MXADMs. They are located in small remote cabinets or associated transponder cabinets. Each device counts as one master slave point. Using consecutive device addresses, each group of 4 devices is equivalent to one ADS module on a Specnet V loop. Quantity is 4 Each. Contract Line Item Number 003 is a MXLC8 Operator Display Card, Spectronic part number 91-150-91 or 100% system compatible equal. Minimum salient characteristics are as follows: The MXLC8 connects to the MXADM and provides an 8 line 40 alphanumeric character display. The MXLC8 provides the system with a display that can be used to check on alarms and trouble problems. The Quantity is 4 Each. Contract Line Item Number 004 is a ADS I2B Card, Spectronic part number 91-106-86 or 100% system compatible equal. Minimum salient characteristics are as follows: The ADS 12B card has 2 class B circuits and can accept +7 to 40 vdc steady or pulsed filtered or non-filtered. The size of the unit is 2 13/16" X 2 5/8" X 9/16". The Quantity is 19 Each. Contract Line Item Number 005 is a ADS O2B Card, Spectronic part number 91-108-86 or 100% system compatible equal. Minimum salient characteristics are as follows: The ADS 02B card has 2B discrete outputs. These outputs are all supervised. The size of this unit is 3 11/16" X 2 5/8" X 9/16". The Quantity is 17 Each. Contract Line Item Number 006 is a MXCPS Printer, Spectronic part number 93-114-92 or 100% system compatible equal. Minimum salient characteristics are as follows: This printer provides a permanent record of the events of the system. This printer has a proprietary connection so that the system recognizes when the printer is off line so as not to loose valuable data. The printer is 120 vac and can operate on 300 to 9600 baud. This printer is an 8 color printer and provides a different color for all 8 priorities of the system. This printer is connected directly to the MXC control card. Quantity is 1 Each. Contract Line Item Number 007 is a MXC-MXV Version 5.2E Control/Video Card, Spectronic part number 91-151-92 or 100% system compatible equal. Minimum salient characteristics are as follows: This card combination provides central processing for the MX system. The MXC scans bidirectionally, diagnostic conditions and system events over the main MXCommunications Loop. It manages system events between master and system events and user defined text between master and CCU. The MXC includes a system clock, and non-volatile memory (with standby battery) for chronologic recording chronologic event control. The MXV side provides an interface between the two cards to the MX Terminal, the MXV includes non-volatile EPROM memory, addresses for 768 operator control points, and 1000 timed event slots @ -24 vdc. This is also the connection point for the printer. Quantity is 1 Each. Contract Line Item Number 008 is a MXCCU-CO Common Control Unit Version 5.2E, Spectronic part number 90-888-84 or 100% system compatible equal. Minimum salient characteristics are as follows: The MXCCU-CO card is used if a redundant MXC/MXV card is used for central processing. If and when the main MXC/MXV card would fail this card provides the automatic switch over and changes the -24 vdc. Quantity is 1 Each. Contract Line Item Number 009 is a MXT-A Terminal, Spectronic part number 93-110-92 or 100% system compatible equal. Minimum salient characteristics are as follows: The MXT-A unit consists of a 14" diagonal, green phosphor screen, with a full function keyboard. The monitor provides information on any activity in the system using up to 14 lines of 80 characters of user defined text. The terminal is also used to perform system programming and operator control and is password protected. This unit is 120 vac. Quantity is 1 Each. Delivery must be made no later than 14 days after contract award. The place of Delivery and acceptance is the Federal Correctional Institution, RR# 276, Loretto, PA 15940. The shipping point is F.O.B. FCI Loretto. B) Provisions/Clauses 52.212-1, "Instructions to Offerors-Commercial," is hereby incorporated by reference. The following are addenda to FAR provision 52.212-1: (1)At paragraph (c), "Period for acceptance of offers," the amount of time a bidder must hold its prices firm is hereby changed. A bidder must hold the prices in its quote firm for 60 calendar daysfrom the date specified for receipt of quotes. (2) Paragraph (e), "Multiple Offers," has been determined by the Contracting Officer to be non-applicable to this solicitation and is hereby removed in its entirety for the purpose of this requirement. (3) Evaluation Factors for Award: Quoters are advised that quotes may be evaluated without discussions. Award will be made to the responsible quoter who is responsive to the items of the RFQ and is most advantageous to the Government, considering only price and price related factors, if any as specified in the solicitation. FAR Provision 52.212-3, "Offeror Representations and Certifications -- Commercial Items," shall be completed and submitted with the quote. A Copy of FAR Provision 52.212-3 may be obtained by Facsimile Request to (717) 547-6819. FAR clause 52.212-4, "Contract Terms and Conditions -- Commercial Items," hereby applies to this acquisition. The following are addenda to FAR Clause 52.212-4: (1) The following FAR clauses are hereby incorporated by reference: 52.215-18 "Facsimile Proposals, 52.225-11 Restrictions on Certain Foreign Purchases. JAR Clause 2852.211-70 Brand-Name or Equal is hereby incorporated in full text as follows: "Brand-Name Or Equal (JAN 1985)" (a) The terms "bid" and "bidders", as used in this clause, include the terms "proposal" and "offerors". The terms "invitation for bids" and "invitation", as used in this clause include the terms "request for proposal" and "request". (b) If items called for by thisinvitation for bids have been identified in the schedule by a "brand name or equal" description, such identification is intended to be descriptive but not restrictive, and is to indicate the quality and characteristics of products (including products of a brand name manufacturer other than the one described by brand name) will be considered for award if such products are clearly identified in the bids and are determined by the Government to meet fully the salient characteristics and requirements listed in the invitation. (c) Unless the bidder clearly indicates in his/her bid that he/she is offering an "equal' product, his/her bid shall be considered as offering the brand name product referenced in the invitation for bids. (d)(1) If the bidder proposes to furnish an "equal" product, the brand name, if any, of the product to be furnished shall be inserted in the space provided in the invitation for bids, or such product shall be otherwise clearly identified in the bid. The evaluation of bids and the determinations to equality of the product offered shall be the responsibility of the Government and will be based on information furnished by the bidder or identified in his/her bid as well as other information reasonably available to the purchasing activity. To ensure that sufficient information is available, the bidder must furnish as part of his/her bid all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to: (i) determine whether the product offered meets the salient characteristics requirements of the invitation for bids, and (ii) establish exactly what the bidder proposed to furnish and what the Government would be binding itself to purchase by making an award. The information furnished may include specific references to information previously furnished or information otherwise available to the purchasing activity. (2) If the bidder proposes to modify a product so as to make it conform to the requirements of the invitation for bids, he/she shall: (i) include in his/her bid a clear description of such proposed modifications, and (ii) clearly mark any descriptive material to show the proposed modifications. (3) Modifications proposed after the bid opening to make a product conform to a brand name product referenced in the invitation for bids will not be considered.
