INTRODUCTION: The National Imagery and Mapping Agency (NIMA) is seeking
parties who have an interest in responding to future Request for
Proposals (RFP) for the generation and product finishing of
approximately 800, 1:50,000 scale, Topographic Line Maps (TLM). This
RFI further defines the requirements of those published in the 17
October 1996 CBD. This project will be a complete recompilation and new
series over the country of Thailand. It is anticipated that this
project will take 3 to 5 years to complete. Map production will involve
compilation and color separation from 9x9 stereo pairs (at 1:50,000
scale) and/or classified national source. The contractor shall provide
all services, materials, supplies, facilities, labor and supervision
necessary to complete and deliver to NIMA the required deliverables
using product specifications and source furnished by NIMA. The
deliverables will be hard and/or soft copy. Please provide information
on production methodology, capacity, scheduling and estimated unitcost
of each deliverable. Cost information is requested for planning
purposes only and is not a bid. A portion (approximately 15%) of this
project will involve source material at the SECRET classification
level. NIMA is seeking contractors who can perform ONE or MORE of the
following functions: produce Digital Terrain Elevation Data (DTED)
Level 2 from 9x9 and/or national source; geopositioning of 9x9 source;
rectify 9x9 source and/or national source; provide ortho rectification
of 9x9 and/or national source; provide compilation; provide color
separated final reproduction film negatives; produce Thai Script,
produce digital vector data; produce scanned image files; produce
digital orthophotos; produce digital stereo model images. A separate
contract will be required to perform the quality assurance function.
Submissions should include a mailing address, point of contact,
telephone number, business size, e-mail address, and security
clearances. Responses must be received in writing no later than 3:00 PM
EST on 18 April 1997. DTED LEVEL 2 shall be produced from classified
national source and/or 9x9 aerial photographs. The national source will
be supplied in either hard or soft copy. The imagery will be supplied
as diapositive or negative film. (Please, specify national or photo
source experience.) DTED 2 is a matrix of terrain elevation points at
precise latitude and longitude. There are approximately 73, one degree
cells covering Thailand. However, full one degree cells will not be
required in border areas. The output will be on 9 track magnetic tapes.
A hardcopy contour plot will also be required. Please provide
information on capacity, scheduling and estimated unit cost considering
the above information. GEOPOSITIONING will involve the marking and
mensuration phases of conventional triangulation for 20,000, 9x9 images
at a scale of 1:50,000 (approximately 36 images per TLM). The
contractor will use provided control identified on annotated imagery or
from separate listings. Control and tie-points will be marked and
measured on diapositives for use in a least squares adjustment. The
imagery will be supplied as diapositive or negative film. The
contractor will supply the mensuration data files and the marked film
containing control and tie-point annotations. All mensuration files
must be in a PC GIANT (or equivalent) input format. The contractor will
additionally develop a control point input file, listing geographics
for all points in a PC GIANT (or equivalent) input format. Please
provide information on capacity, scheduling and estimated unit cost
considering the above information. MAP PRODUCTION will involve
compilation and color separation of standard NIMA 1:50,000 scale TLM's
of Thailand from 9x9 imagery and/or classified national source. NIMA
will provide a complete source package including, but not limited to:
specifications, master margin negatives, master glossary, route marker
source, railroad classification source, special symbols, sheet
instructions, aerial photography, photo index, names information,
airfield information. Production of Thai script will be required.
Deliverables must include hard copy feature and color separates,
additional digital separates may be accepted. Quality control must be
performed at compilation and color separation stages. Please provide
information on capacity, scheduling and estimated unit cost considering
the above information. DIGITAL VECTOR DATA -- SCENARIO ONE Two
dimensional vector data shall be produced from the file (separate)
negatives for each of the approximately 800, 1:50,000 TLM's. This data
will be delivered in eight separate data files, each one corresponding
to a thematic layer as defined in the DMA 3AA specification. The vector
data will not carry relational attribution. The data shall be delivered
as Microstation design (DGN) files or DXF format data (or equivalent,
DGN is the preferred data format). A Microstation point cell library
and Microstation font library will be provided by NIMA to enable the
correct vector portrayal of text and point features. Paper plots will
be provided to NIMA prior to acceptance of data to facilitate quality
assurance. The data will be delivered to NIMA on 8mm data cartridges
using either UNIX tar or Windows NT Backup commands (or equivalent).

cost considering the above information. DIGITAL VECTOR DATA -- SCENARIO
TWO Two dimensional centerline vector data shall be produced for each
of approximately 800, 1:50,000 TLM's using 9x9 aerial photographs. This
data will be a contractor deliverable in eight separate data files,
each one corresponding to a thematic layer as defined in the DMA 3AA
specification. The vector data will not carry relational attribution.
The data shall be delivered as Microstation design (DGN) files or DXF
format data (or equivalent, DGN is the preferred data format). A
Microstation point cell library and Microstation font library will be
provided by NIMA to enable the correct vector portrayal of text and

information. RASTER SCANNED IMAGE FILES, generated from either
diapositive or negative film, shall be produced for approximately
20,000, 9x9 aerial photographs. The pixel size shall not exceed 30
microns, and shall be JPEG file format (or equivalent). The data will
be delivered to NIMA on 8mm data cartridges using UNIX tar command (or
equivalent). Please provide information on capacity, scheduling and
estimated unit cost considering the above information. DIGITAL
ORTHOPHOTOS shall be produced from approximately 20,000, 9x9 aerial
photographs. NIMA will provide the necessary control information to
enable orthorectification. The digital orthophotos will have a
dimension of 7.5' X 7.5', with a pixel size not to exceed 30 microns,
or 1.5 meters on the ground. NIMA will supply the corner coordinate
values for each orthorectified image. The data will be delivered to
NIMA on 8mm data cartridges using UNIX tar command (or equivalent).
Please provide information on capacity, scheduling and estimated unit
cost considering the above information. DIGITAL STEREO MODEL IMAGES
shall be produced from approximately 20,000, 9x9 aerial photographs
(diapositives or negative film) and control provided by NIMA. The pixel
size should not exceed 30 microns. The image files will be in JPEG
format (or equivalent). The results of least squares adjustment of
triangulation should be provided in a hard copy report, as well as any
measured data resulting from the triangulation task. The data will be
delivered to NIMA on 8mm data cartridges using the UNIX tar command
(or equivalent). Please provide information on capacity, scheduling and
estimated unit cost considering the above information. QUALITY
ASSURANCE is the responsibility of every contractor. However, a
separate quality assurance contract will be required to insure a
quality product is provided. The quality assurance contractor will not
be the same as the production contractor. Quality assurance of the map
production will be performed at compilation and color separation
phases. Quality review may involve manual and/or digital processes
depending upon the production method utilized. NIMA will provide
specifications, project sources, guidance and checklists detailing
review processes. Production contractors will submit for review (to the
quality assurance contractor) sheet packages including sources at each
phase. Review deliverables will include technical inspection reports
and checklists. Please provide information on capacity, scheduling and

does not intend to award a contract on the basis of this RFI. NO
SOLICITATION IS AVAILABLE AT THIS TIME. Both cleared and uncleared
responsible sources (US firms in the US, only) are invited to submit a
high level concept of operations that will yield one or more of the
required items listed above. Additional requested information is
company background, record of demonstrated capabilities including past
